Salary Range: $90,000-$95,000

SUMMARY The Steam Plant On-Site Manager, Alternate will operate and maintain stationary engines, boilers, and mechanical equipment that provide steam heat for buildings and industrial processes throughout the installation. Ensures a safe and efficient operation of all steam and other related equipment in the boiler plant and the facility. The Steam Plant On-Site Manager, Alternate will service a central steam plant (CSP) and associated equipment located at Whiteman AFB, MO.

The Steam Plant On-Site Manager, Alternate shall act as the Lead Stationary Engineer and Steam Plant Manager in the absence of the Primary On-Site Manager.

DUTIES AND RESPONSIBILITIES



  • Responsible for the daily operation, repair and maintenance of steam generating systems and related equipment.
  • Maintains and operates stationary steam boilers, pumps and related equipment such as water softeners, air compressors, water treatment systems and associated piping and auxiliary systems.
  • Maintain the correct steam pressure and water level in the steam generators by proper operation of the control system.
  • Utilize and monitor the controls system consisting of Johnson Control's Metasys and Emerson's DeltaV software and hardware.
  • Inspect feed water regulatory controls and gauges.
  • Ensure proper combustion by maintaining the required O2 levels in the exit gasses.
  • Maintain an established chemical program by performing tests and adding the required chemicals to each system and adjusting system blow down rates.
  • Operate and maintain all auxiliary equipment associated with steam generation.
  • Maintain correct air pressure by proper adjustment to the air compressors.
  • Performs preventative maintenance duties and documentation as assigned.
  • Performs general maintenance repairs and monitor critical and life safety systems, i.e., emergency power generators, fire alarm and fire suppression equipment, building automation system.
  • Performs chemical testing and water treatments as required.
  • Troubleshoot, repair, and preventively maintain all equipment associated with central steam plant operations.
  • Measure, cut, and thread pipe.
  • Clean the water and fire sides of the steam Boilers.
  • Troubleshoot and repair control issues associated with direct digital, pneumatic, and electric controls.
  • Perform housekeeping duties as required and as assigned.
  • Complies with all state, DOD, and federal statutes and regulations ensuring the safe operation of all equipment.
  • Expected to work 8 and or 12-hour shifts depending on assignment.
  • Performs other related duties as assigned by management.
  • Expected to work a reasonable amount of over time.


SUPERVISORY RESPONSIBILITIES

The Steam Plant On-Site Manager, Alternate shall act as the Lead Stationary Engineer and Steam Plant Manager in the absence of the Primary On-Site Manager. These duties will include:



  • Overall management of all CSP systems, sub-systems, preventive maintenance, corrective maintenance, staff training & oversight, scheduling, subcontractor management and all day-to-day activities.
  • Implement and manage the QCP
  • Attend and document all Quality Control (QC) meetings
  • Perform submittal review and approval
  • Maintain constant and transparent communication with the Gov't
  • Verify that delivered materials are compliant with the contract documents and submittals
  • Ensure proper and appropriate test methods are used and observed that require QC Testing
  • Perform inspections for each definable feature of work
  • Document quality of work daily and submit the comprehensive Monthly Reports as required
  • Stop deficient work
  • Where necessary, develop a "punch-list" of corrections needed prior to the final inspection

QUALIFICATIONS



  • Licensed as a Stationary High Pressure Steam Engineer First Class or equivalent as determined by the CO, at the time of the contract start date and maintain current license throughout the term of employment.
  • Minimum of two years' experience in direct management, operations, and repair of high-pressure central heat/steam plants
  • Minimum of three years' experience operating high-pressure boilers in central heat/steam plants and appropriate crafts/trades.
  • Minimum of two years' experience with building automation systems or boiler burner management controls.
  • Minimum of one year experience in water treatment testing and controls.
  • Effectively work independently as well as part of a team.
  • Up to date on continuing education courses.
  • Competent in reading and interpreting documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Manual dexterity and mechanical aptitude.
  • Ability to write daily logs and communicate clearly to fellow operators and management.
  • Ability to add, subtract, multiply, and divide into all units.

  • While performing the duties of this job, the noise level in the work environment is usually moderate to loud.
  • The employee must frequently lift and or move up to 50 pounds.
  • Specific vision abilities required by this job include Close vision; Distance vision; Color vision; Peripheral vision; Depth perception and the ability to adjust focus.
