Summary

Manager Project Engineering will supervise team of Lead Engineers supporting major interconnection projects, new transmission line projects and other major projects throughout the NYPA system. Manager along with lead engineers within the group will coordinate technical scope, standards, and submittal packages with outside developers, consultant engineering firms, multidiscipline NYPA Engineering and other NYPA stakeholders to ensure successful completion of projects. Responsible for monitoring and reporting on the project status, cost, schedule, and technical risks as well as the coordination between interconnection projects.

Responsibilities
  • Execute on NYPA's strategic vision.
  • Manage and direct the activities of the project team to ensure projects comply with approved scope, cost, and schedule objectives including any licensing, environmental, permitting, safety, compliance, etc. requirements.
  • Ensure projects and programs within the portfolio are managed in compliance with appropriate department and company policies and procedures and that new procedures are incorporated as required.
  • Ensure NYPA project management system(s) of record are up to date on scope, schedule and cost.
  • Responsible for reviewing, advising and providing input on project plans, and identifying, assessing, determining risk mitigation strategies, and escalating at the portfolio level.
  • Monitor the overall progress of the project portfolio through frequent status meetings and site visits.
  • Direct, facilitate and drive collaboration between all stakeholders and resources (internal and external) in activities related to all phases of assigned projects including ideation, feasibility, scoping, planning & design, delivery and closeout.
  • Support the development of key performance indicators (KPIs) and reporting to ensure portfolio and/or program objectives are met. Execute assigned portfolio(s) and/or program within approved KPIs.
  • Provide programmatic forecasts of cost, schedule, resources including updates at regular intervals.
  • Coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities.
  • Management of staff including the appropriate communication of regular interpersonal and organizational information as well as performance reviews, salary administration, succession planning and resource balancing.
Knowledge, Skills and Abilities
  • Excellent understanding of current project management, project controls, and construction management best practices as well as the reporting tools thereof, to ensure appropriate interpretation of information reported by program and project teams.
  • Significant knowledge across multiple engineering disciplines. In addition to a thorough knowledge of the electrical utility industry and/or customers from the technical, business and management perspectives, and understanding of the effects on the Authority and its customers.
  • Proficiency in understanding how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.
  • Ability and experience with assembling, managing, and leading a diverse team of administration, technical, engineering and construction specialists to accomplish project objectives.
  • Ability to interpret existing conditions and respond quickly is essential.
  • Excellent interpersonal skills.
  • Strong negotiating skills.
  • Excellent written and oral skills for presentations and reports.
  • Ability and experience to oversee complex projects including multi-disciplines, multiple phases, design, equipment, and or/construction contracts, etc. with only major decisions being escalated to a higher level.
  • Ability to supervise assigned project staff, which includes direct reports, in the effective management of different projects from start of assignment to completion.
Education, Experience and Certifications
  • Bachelor's Degree in Civil, Mechanical, Electrical Engineering or Energy Engineering or related field.
  • Master of Science Degree in Civil, Mechanical, Electrical or Energy Engineering or Master of Business Administration preferred.
  • Minimum of 5 years of experience in Project / Construction Management, preferably in the utility, commercial or related heavy mechanical/electrical industries preferred.
  • Engineer in Training (EIT) License or ability to obtain within 2 years preferred

One or more of the following preferred:

  • Project or Program Management Professional certification or ability to obtain within 2 years.
  • Design Build Institute of America certification or ability to obtain within 2 years.
  • Certified Construction Manager (CCM)
  • Certified Energy Manager (CEM) certification
  • Experience in or demonstrated ability to manage diverse and/or complex portfolios across multiple sectors.
  • Minimum 2 years' experience in a leadership role, managing teams, direct staff and/or contractors required.
  • Coaching/mentoring and performance evaluation experience required
Physical Requirements
  • Approximately 25% travel primarily within NY State
  • Willingness to enter confined spaces and climb/scale power system apparatuses is required.
  • Ability to lift 30 to 50 pounds.
  • Ability to travel to vendor facilities (worldwide) to support construction activities and to inspect equipment fabrication and commissioning for length of time needed.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $138,580.00 - $190,550.00. The salary offered will be determined based on the successful candidates' relevant experience, knowledge, skills, and abilities.
