Responsibilities

The Sponsor is a fast-paced, challenging environment, with high visibility within the sponsor organization. Language testing is high stakes and impacts officers' pay and assignments. Running smooth operations is critical. We are considering deploying a new testing tool, which makes the support especially critical during this period of transition.

The SI will be responsible for end-to-end management of testing requirements (scheduling, emails, communication), and de-conflict schedules as necessary.

  • Manage the workflow that includes receiving requests, de-conflicting language, timeslot, room availability and internal availability, then seeking external testing, if required and de-conflicting those resources as well.
  • Manage testing rooms and office conference rooms, de-conflicting to ensure testing is not impeded.
  • Coordinate testing process requirements (certification, third ratings, and audio requirements) are completed in a timely basis, ensuring all correspondence with staff and examinees is managed effectively.
  • Review testing documentation to ensure highest level of quality control is maintained.
  • Manage files, equipment, and processing for all recordings in the office, ensuring compliance required by security.
  • Excellent oral and written communication skills.
  • Demonstrated experience serving in a customer service center and strong customer service skills.
  • Ability to make quick decisions on the spot to move project/work forward. The nature of the position demands a high degree of autonomy and latitude in planning, organizing, and decision making to fulfill the work requirements.
  • Experience planning, organizing, scheduling, executing, and troubleshooting complex end-to-end workflow process(es).
  • Experience in working in a cross-cultural environment while working effectively with management, peers, and customers.
  • Strong interpersonal and negotiation skills with demonstrated success at collaborative decision-making.
  • Extensive knowledge of administrative processes and procedures in the sponsor and mission partners, as well as specific sponsor guidance on foreign language testing.
  • Willingness to train and guide others to instill best practices, foster understanding, and enable the delivery of high-quality administrative products or services.
  • Demonstrate assertiveness and be a self-starter.
  • Demonstrated sound discretion and judgment with highest degree of integrity.
  • Willingness to learn Sponsor regulations and policies on foreign language, in particular language testing and incentives, and impact to mission partners.
  • Willingness to become familiar with Sponsor means and methods regarding foreign language.
  • Experience in project or program management.
  • Ability to support core office hours of 8:00am to 4:00pm.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • A degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.
  • BS 8-10, MS 6-8, PhD 3-5
  • Ability to fully coordinate master project schedules.
  • Ability to coordinate information flow between all programs and organizational managers.
  • Ability to establish functional and technical specifications and standards, solve hardware and software interface problems, define input/output parameters, and ensure integration of the entire system or subsystem.
  • Provide a total systems perspective including a technical understanding of relationships, dependencies, and requirements of hardware and software components.

  • Ability to test and evaluate hardware and software to determine efficiency, reliability, and compatibility with existing systems.
  • Identifying measures or indicators of systems performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Ability to work in a dynamic and challenging environment.
  • Ability to coordinate with engineers, systems analysts, programmers, technicians, scientists, and top-level managers in the design, testing, and evaluation of systems.
