SUMMARY

Serves as an expert resource for bankers and staff on community development service, lending, and investment programs. Maintains effective relationships with internal stakeholders to help build relationships with various organizations including but not limited to affordable housing, economic development, tribal, and community development organizations. Works with market leaders to help establish and maintain relationships with community organizations such as activist groups, community agencies, non-profit and minority groups. Maintains strong business relationships with internal team members to help build and manage relationships with external clients and customers by helping market leaders develop an understanding of the most pressing community needs and matching the needs to products, services, philanthropic support and volunteer service to best address those needs. A subject matter expert for the Community Reinvestment Act and provides consulting support to employees related to community development investment, loan and service opportunities.

Efficient in data analysis and be able to provide sound business decisions to the CRA/CD team as well as to Leadership. Collaborates with internal and external stakeholders to gather additional insights from local markets and analysis the data to better understand needs and assist with developing tools and resources to help meet those needs.

Monitors and maintains current knowledge of public programs aimed at supporting and/or subsidizing community development efforts. Recommends changes and improvements to management to improve Community Development programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assists market leaders in building and implementing Community Development outreach efforts and actively participate in the Bank's lending, investment, and services initiatives and promoting CRA qualified business development opportunities.
  • Extracts data figures, create reports based on findings and monitor key performance indicators.
  • Consults with internal stakeholders when areas of improvements / opportunities are identified.
  • Structures large data sets to find areas of improvement.
  • Crafts presentations and reports based on recommendations and findings.
  • Reviews company data bases and external resources to make statical inferences, complete reports, and presentations based on findings.
  • Responsible for reviewing loan transactions and preparing data verification for Community Development loans in support of CRA examinations. Assists as needed with CRA examination readiness and onsite performance evaluations.
  • Assists market leaders in developing a strategy for Community Reinvestment Act (CRA) initiatives for community development lending, community development investments, philanthropic giving, volunteerism initiatives, financial education, Federal Home Loan Bank affordable housing program activities and other community development services throughout markets in the 14-state footprint.
  • Provides training to employees on matters related to CRA, community development services, lending, and investments.
  • Assists market leaders in developing and maintaining an effective outreach program that identifies and addresses issues facing underserved areas, affordable housing; small minority-owned businesses; community's consumers; and state and local governments, regarding community and consumer banking issues and economic development issues.

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong working knowledge of laws and regulations related to CRA, community development lending, and community development investments.
  • General knowledge of some of the more common tax credit solutions: New Market Tax Credits, Low Income Housing Tax Credits, Historic Tax Credits.
  • Must be able to demonstrate problem solving skills to be able to help identify effective solutions.
  • Must be able to use historical data and competitor data to help identify areas for improvement.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries of complaints of customers, regulatory agencies or members of the business community.
  • Ability to write speeches and articles for publication that conform to prescribed style and format.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.
  • Ensure informational accuracy and integrity, generate reports and visualizations for internal and external stakeholders and help leadership with strategic planning-based insights gleaned from their work.
  • Ability to define problems, collect data, establish fact, and draw valid conclusions.
  • Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

EDUCATION AND/OR EXPERIENCE

  • Bachelor's Degree required
  • Degree in Mathematics, Statistics, Economics, Finance, Computer Science or similar field preferred
  • 1-3 years related experience, training, and/or equivalent combination of education and experience required
