The Materials Operations Manager is responsible for oversight of Contract Management and Material Certification operations

Contract Management

a. Create and maintain a Quality Control Plan for Materials Contract Management.

b. Create all project control systems used for Contract Management (spreadsheets, logs, record keeping systems).

c. Monitor Turnpike Production letting schedule prior to construction in order to ensure Material related services are provided in timely and efficient manner.

d. Request and coordinate the delivery of Material related services in order to meet the needs and/or requests of Turnpike Materials, Construction, Production, Maintenance and Traffic Operations.

e. Negotiate the scope & amount of professional and/or technical Material related services in order to meet the needs of Turnpike Materials, Construction, Production, Maintenance and Traffic Operations.

f. Monitor the cost of professional and technical services performed to ensure efficient utilization of resources.

g. Monitor the execution of professional and technical services to ensure achievement of project requirements and client satisfaction.

h. Oversee the processing of Materials Consultant invoices.

i. Pursue and execute contract modifications as needed and/or required.

j. Oversee maintenance of the plans & specifications library.

k. Attend/participate in Partnering and Pre Construction meetings. Coordinate Turnpike Materials response to project issues related to Material Contract Management.

Material Certification

a. Create and maintain a Quality Control Plan for the de-centralized Material Certification function.

b. Create all project control systems used for Material Certification (spreadsheets, logs, record keeping systems).

c. Review contract plans and specifications for certification requirements before construction. Advise staff of special and/or unusual requirements.

d. Monitor CEI Material Certification efforts during construction to assess if requirements are being met. Prepare and distribute written reports of findings (30/60/90% Reviews).

e. Perform the final Material Certification Review at project completion. Determine unresolved issues and coordinate resolution with project personnel.

f. Prepare and distribute the final Material Certification statement.

g. Attend/participate in Partnering and Pre Construction meetings. Coordinate Turnpike Materials response to project issues related to Material Certification.

h. Attend/participate in District Material Certification Coordinator Meetings to discuss & resolve issues related to de-centralized Material Certification.


Preferred Qualifications

  • Bachelor's degree in Construction Management
  • FDOT or Florida Turnpike experience
  • Local candidates

Required Qualifications
  • Bachelor's degree in Engineering, Architecture, Construction Management, Construction Science or closely related field or equivalent work experience.
  • A minimum of 10 years of experience in various aspects of construction planning and management, including but not limited to construction contracts; document, time, cost, and quality management; change management; and site safety. estimating, bidding, preparing and administering purchase orders and subcontracts, scheduling, cost control, etc.
  • Experience with Microsoft Office
  • Experience with construction management software such as Procore, Prolog, Primavera, Bluebeam, etc.
  • Must have strong people skills and the ability to interact with the Owner, Engineer, Contractor and other project stakeholders
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
