Purpose
Responsible for efficient operation of the day-to-day activities of the Payroll Office. Through management of the payroll team members, ensure all payroll processing is completed in a timely, accurate and efficient manner, including timekeeping system pay file processing, payments to employees, distribution of pay to external agencies, responses to department or agency inquiries, and all other transaction processing. Provide professional guidance to and coordinate work activities of team members. Ensure highest level of customer service provided for area of responsibility. Manage all payroll, labor distribution, and timekeeping related applications implementation, development, testing, maintenance, and support processes.
Primary Functions
- Manage the daily activities of the payroll team. Coordinate the training of new employees and the cross-training of current employees, conduct employment interviews and annual performance reviews. Mentor team members to continue professional growth based on professional abilities and develop a key payroll team leader.
- Manage all tasks within the Payroll Office including distribution and adjustment of work assignments while ensuring high customer service standards are met. Provide coverage for the payroll team members as needed due to vacations, illness or heavy workloads ensuring that all work is completed timely.
- Responsible for the successful processing of the semi-monthly and monthly payrolls including internal reporting, additional compensation payments, overpayments and adjustments, involuntary deductions and disbursements, benefit deductions, taxable benefit inclusions, tax payments and employee disbursements.
- Manage, as necessary, the ADP Tax Compliance outsourcing arrangement to ensure timely, accurate federal and state tax payments, tax filings, preparation/delivery of employee W-2 tax documents, and corrected W-2 and amended tax returns.
- Ensure compliance with all internal and external audits and IRS and multi-state regulations as they relate to payroll activities. Prepare and distribute payroll reports in support of MCW's annual workers' compensation audit. Maintain knowledge of and analyze government regulations related to payroll.
- Manage the automated labor distribution processes and the associated workflow processes. Ensure labor distribution actions are monitored for process errors and all errors are addressed timely to ensure employee labor schedules are accurate within Oracle Labor Distribution.
- Manage the timekeeping processes to include communications, user training, system functionality, and testing.
- Develop proficiency within the current Oracle Payroll System to ensure accurate and efficient recording of information pertaining to the payroll process. Assist with training end-users and payroll team members on the applications provided and payroll policies enforced. Conduct individual informative/educational/policy sessions with department personnel as needed. Coordinate testing of payroll, labor distribution and timekeeping system patches. The implementation to Workday software is in process to replace Oracle.
- Manage the year-end 1042 foreign tax filing with the IRS. Remit federal tax withholdings, enter payment information into the foreign taxation system for inclusion in the 1042 tax filing, and generate recipient 1042S forms for employees and AP payments made to foreign individuals and organizations. Prepare corrected 1042S tax documents as necessary.
- Respond to and resolve employee and department inquiries and issues that the payroll team members are unable to handle. Monitor service to departments to ensure the best possible service.
- Maintain working knowledge of the latest technological and computer advances in payroll management. Provide recommendations and work plans for advances that will allow MCW to utilize the latest technology to provide maximum operational efficiency.
We are willing to consider candidates from within one of the MCW registered payroll states, which currently includes: WI, AZ, FL, IL, IN, MD, MI, MN, MO, NC, TN,TX, and UT. The hired candidate will need to relocate to Wisconsin within 6 months to 1 year from the date of hire.

Position Requirements:
Appropriate experience may be substituted for education on an equivalent basis
Minimum Required Education: Bachelor's Degree
Minimum Required Experience: 8 years of progressive Payroll experience
Preferred Education: Bachelor's Degree in Business Administration, Accounting or related field
Preferred Experience: Human Resource, Benefit, and Financial Systems experience
