SUMMARY: Responsible for the administration, recruitment and daily operations of the Project Thrive programs including: planning; organizing; program development; participant outreach; program monitoring; reports; budget management; staff, volunteer and intern supervision; and direct service activities. The team member must have strong interpersonal, communication, problem-solving, and organizational skills, as well as access to reliable transportation. Must exercise independent judgment, initiative and flexibility.

Program Operations
- Identify, recruit, screen, interview and enroll participants in employment and training projects, maintaining complete and accurate files.
- Collaborate with the Program Manager to develop and evaluate program effectiveness, including service delivery; provide recommendations on revisions based on research and evidence based methods.
- Ensure program data collection and compliance with funder and contract requirements are met; monitoring expenditures based on line items and plan spending accordingly.
- Authorize support service expenditures as needed according to funding source guidelines and budget. Attain program performance measures per contract and/or initiated by the funder.
- Responsible for complying with Agency and Department programs and policies.
- Assist in the issuance of timely and comprehensive weekly, monthly and contract reports as assigned.
Service Delivery/Case Management
- Develop individualized plans addressing employment, education, training, and emotional development, monitoring goals and progress toward achievement using Community Action's Family Self Sufficiency Scale or related development tool.
- Provide technical assistance to participants in their job search (resume development, job shadowing experiences, mock interviews).
- Provide feedback and follow-up services for participants.
- Facilitate training sessions with participants and employers.
- Ensure participants receive services appropriate to/in accordance with the policies, procedures and goals/requirements of the program as reflected in participant files and reporting systems
- Maintain individual file for each client which documents eligibility, all program required forms and paperwork, sources provided, case notes, goals and progress and all other required information. Track client progress and input data in CAP60 in a timely basis.
- Provide feedback and follow-up services for participants for a minimum of six months after job placement.
- Ensure program delivery is supportive of the agency cultural competence and integration commitments including but not limited to disability, age, race, ethnicity, socioeconomic status and sexual orientation.
Internal/External Relationships
- Develop and maintain positive working relationships with Employers. Establish routine meetings.
- Facilitate training sessions for Employers.
- Responsible for communicating with partners on the progress of participants' activities and recommendations of co-enrolled participants.
- Build and maintain working relationships with other organizations and funding sources within the community on behalf of Community Action employment and training programs.
- Develop and maintain positive working relationships with funding sources.
- Represents Community Action within appropriate community collaborations
- Develops positive, meaningful, collaborative relationships with Community Action programs/staff and external service providers to assist in the coordination of employment and training services and the development of collaborative opportunities

- Assist in preparation and presentation of funding proposals and other funding source reporting or public speaking requests.
- Consistently review strategy and objectives for ongoing program development in order to develop systems to improve program operations, coordination, and collaboration among staff.
- Attend staff, department, agency and local community meetings as required.
- Complete related work as assigned within the scope of responsibility and skill required for the job.

EDUCATION AND EXPERIENCE:
- B.A. or B.S. in Human Services, Social Work, or related field or an A.A. in related field with at least one year of related experience; or a high school diploma and two years of related experience.
- Two years of related work experience in job training, educational advising or case management services.
LANGUAGE SKILLS:
- Excellent listening, verbal and written communication skills, with strong attention to detail and accuracy.
- Ability to establish rapport and relate sensitively to a multiracial and multicultural individuals.
- Ability to effectively present information in one-on-one and small group situations to participants, volunteers and staff.
MATHEMATICAL SKILLS: ABOVE AGERAGE IN MATH.
- Ability to add, subtract, multiply and divide with whole numbers, fractions and percentages.
REASONING ABILITY:
- Ability to visualize end results of a single multi-faceted project, develop procedures to attain results within broad guidelines, apply policies and practices to resolve problems independently, and detect cases for referral.
- Ability to use analysis and judgment in the adaptation and interpretation of established practices and procedures to meet problems and situations within a defined role.

CERTIFICATES, LICENSES, REGISTRATIONS:

- Ability to gather and interpret data, write research reports, work effectively with low-income and professional groups and express ideas clearly and objectively in oral and written form.
- Excellent computer skills including the ability to perform intermediate to advance functions in Microsoft word, excel and databases. Must maintain and produce reports utilizing databases.
