Job Objective:
Plans, organizes, coordinates, and directs the administration and operational activities of the Hilcorp Fire Department at Prudhoe Bay. Ensures the department is prepared to perform the primary services of fire prevention, fire suppression, fire investigation, emergency medical services first responder and emergency management to prevent or minimize the loss of life and property due to fire and emergency medical conditions.

Essential Job Responsibilities:

  • Function within the Incident Command System and commands activities of fire department personnel during emergency incidents; may function on scene in subordinate roles.
  • Assist with the development of the annual budget, recruitment plan, training plan, and development plan.
  • Develop, instruct, and critique all training sessions.
  • Directs fire department members on the care and maintenance of vehicles, equipment, facilities, etc.
  • Plan, coordinate, evaluate Fire and EMS operations.
  • Enforce department policies, procedures, regulations, and rules. Implement directives from the Fire Chief and Safety Manager
  • Communicate effectively via radio, telephone, and in person with workers, supervisors, and instructors, including persons of diverse backgrounds, without bias or prejudice.
  • Promotes regulatory and statutory codes compliance regarding fire prevention and workplace safety.
  • Complete or assist in inspections of camp, industrial, and misc. buildings for fire hazards and/or violations.
  • Takes appropriate safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents during all incident responses.
  • Maintains records and prepares reports on all fire department incidents.
  • Review the maintenance on vehicles and equipment, purchasing records, accounting records, training records, inspection records, and other operational records.
  • Prepares and files necessary federal, state, and local reports on departmental activities.
  • Adheres to established work schedule, attendance standards and is punctual to work and meetings.
  • Maintains technical knowledge by attending educational workshops and reviewing professional publications, establishing personal networks, and participating in professional associations.

Other Job Responsibilities:

  • Schedule: 2 weeks on, 2 weeks off
  • Ability to be available 24 hours per day (on call for questions, emergencies, etc.).
  • Maintains employee confidence and protects operations by keeping information confidential.
  • Maintains technical knowledge by attending educational workshops and reviewing professional publications, establishing personal networks, and participating in professional associations.
  • Contributes to team effort by accomplishing related results as needed.
  • Performs all other tasks as assigned by Operations, the Fire Chief or Safety Manager

Qualifications:

  • Five (5) years prior work experience with Emergency Response on Alaska North Slope or 10 years' experience with municipal fire department in an officer position or above not on Alaska's North Slope.
  • Thorough knowledge of modern fire suppression and prevention and emergency medical services principles, procedures, techniques, and equipment.
  • Working knowledge of first aid and resuscitation techniques and their application.
  • Ability to train and lead direct reports, indirect reports, temporarily assigned and volunteer personnel.
  • Excellent written and verbal communication skills, with specific ability to translate complex information into an organized and presentable manner.
  • Ability to exercise sound judgment in evaluating situations and in making decisions.
  • Possess necessary certifications to operate department equipment (i.e., Fire-Fighter Certification).
  • Ability to work in Arctic conditions.
  • Ability to complete multiple, diverse tasks of differing priorities.
  • Strong leader, self-starter, excellent communicator with solid interpersonal skills.
  • Outstanding administrative and organizational skills.
  • Proficiency in the use and application of the following software:
    • Microsoft Office (Excel, Word, Outlook, and PowerPoint) and other fire department related data management systems

Education Requirements:

  • Required: High school or GED equivalent; with specialized training and experience in fire department operations and administration that demonstrate knowledge, skills, and abilities to perform the duties of the position.
  • Preferred: Bachelor's Degree from an accredited four-year university or college, or related experience.

Certifications, Licenses, Registrations:

  • National or State of Alaska Emergency Medical Technician Certification or State of Alaska Emergency Trauma Technician
