About the Role:
As a senior consultant - procurement analyst in the Technology Procurement and Implementation Services (TPIS) practice area, you will support NYSTEC's clients through the different stages of the procurement life cycle: pre-solicitation and planning, solicitation development, solicitation process, evaluation and award, and post-award and contract management. You will advise and guide clients on available procurement options and a procurement strategy. You will also collaborate with a team to provide procurement life cycle services, including requirements gathering, business process improvement, procurement documentation, and proposal evaluation and scoring.
Key Responsibilities

  • Work to ensure consistent knowledge and understanding of client procurement goals, objectives, needs, and requirements.
  • Work with the client to develop a procurement strategy (e.g., procurement vehicle selection, funding options, implementation options).
  • Conduct landscape assessments by researching prospective suppliers, interviewing other states, and analyzing their solutions.
  • Conduct build-buy analyses to inform client procurement strategy.
  • Collaborate with the client, its stakeholders, and team members to prepare procurement artifacts (e.g., solicitation, requirements, deliverables, evaluation tool).
  • Work with the client to coordinate the completion of procurement life cycle activities.
  • Advise the client on changes to procurement laws, regulations, policies, and procedures.
  • Work with the client to develop and implement project tools, processes, and procedures to support post-award and contract management efforts.
  • Report to the client on progress, milestones, and statuses.
  • Work to build and expand our executive client relationships.


About you:
Required Qualifications

  • Three years of experience in procurement, specifically technology acquisitions.
  • Five years of experience working in a team environment.
  • Deep understanding of a standard procurement life cycle.
  • Thorough understanding of business processes, technical processes, and their intersection.
  • Exceptional writing, documentation, and communication to meet procurement goals.
  • Exceptional written and verbal communications skills, with the ability to manage and develop key relationships with colleagues and clients through collaborative thinking and a strong customer focus.
  • Understanding of technology and its ability to address business needs.
  • Analytical thinking and problem-solving skills.
  • Organizational skills with a highly developed attention to detail.
  • Process oriented and results-driven work strategy.
  • Self-motivated to drive to client deadlines.
  • Ability to work in a team environment, either as a leader or by leading through influence.
  • Proficiency in Microsoft Office products and with business application software and purchasing and resource planning systems.


Preferred/Desired Qualifications

  • Extensive knowledge of, and experience with, the state and/or federal procurement processes, specifically technology procurements.
  • Experience working with the New York State agencies.
  • Experience leading or managing a team.


Education and Experience

  • A bachelor's degree in business administration, supply chain management, or a similar field and five years of relevant experience.
  • A combination of education, training, and experience will be considered.


The pay range for this position is $79,793.00 to $109,716.00 per year.
