ESA has an excellent opportunity for a senior-level Senior Aviation NEPA Specialistfor a variety of projects related to aviation environmental planning, permitting, and NEPA compliance. This is a variable part-time position working at least 5 hours per week.

Who You Are



  • You have over 15 years' experience in the aviation industry and a strong desire to use your knowledge and experience in a variety of aspects/disciplines related to the aviation industry.
  • You are an expert in preparation of National Environmental Policy Act (NEPA) documentation and permitting strategy for aviation projects.
  • You are experienced in helping airports reduce the risk of wildlife strikes with aircraft.
  • You have a deep and detailed understanding of the federal and state permitting processes.
  • You have a strong network of aviation industry contacts and relationships.
  • You have fostered positive relationships with the FAA, communities, airlines and other stakeholders.
  • You have experience at both commercial service and general aviation airports.
  • You are an independent, self-directed problem solver.
  • You have experience working under tight deadlines and responding to the immediate needs of clients and an interest in fostering/growing client relationships.
  • You have experience managing complex tasks or projects, including tracking project schedules and deliverables.
  • You have the ability to work on multiple projects simultaneously.


Minimum Qualifications and Experience



  • Bachelor's or Master's degree with major course work in aviation planning/management, environmental, geography, or physical/natural sciences, land use management, or a related field.
  • You have knowledge of:

    • FAA Regulatory Guidance
    • National Environmental Policy Act (NEPA) Regulatory Requirements
    • Special Purpose Laws (e.g., Endangered Species Act Section 7, National Historic Preservation Act Section 106)
    • Environmental Permitting; experience with permitting in Florida is a plus
    • FAA Grant Processes and Capital Improvement Plans
    • Managing wildlife strikes at airports


  • Highly proficient with MS Office applications.
  • You have experience giving presentations and strong public speaking skills.
  • You have strong organization and technical writing skills.


What You Will Do for ESA



  • Provide strategic project guidance and support and manage our airport client(s) day-to-day project needs.
  • Work within a close-knit team of planners, scientists, and other technical specialists including subconsultants while contributing to a wide array of challenging and exciting aviation projects.
  • Lead and oversee the preparation of environmental planning documents, environmental analyses and technical reports, permit applications, and other project documentation.
  • Collaborate with agencies and stakeholders to ensure compliance with NEPA.
  • Monitor environmental policy changes and implement necessary updates to environmental documents.
  • Provide technical expertise to airport clients in helping them reduce their risks of wildlife strikes.
  • Mentor and train staff to build client service and technical excellence.
  • Consistently demonstrate solid communication and attentive listening skills and participate in, or lead meetings, with ESA staff and our airport clients.
  • Participate in industry conferences, committees, and working groups.
  • Leverage industry relationships to create new work opportunities.
  • Thrive in a fast-paced, challenging environment and be able to balance multiple responsibilities and deadlines, while working on a team or independently.
  • May work on non-aviation environmental projects, as needed.
