Job Summary

This position oversees the management, fiscal, and program functions and operations of the Juvenile Alternative Facility (JAF) in the Community Corrections Department. In this role, the person will be responsible for managing overall operations and programs of the 24/7 operations at JAF. This position will ensure that staffing, budget and programming are operational at a 24/7 staffing complement, within budget and overseeing programming. This includes directly supervising one facility supervisor and one behavioral health supervisor, case managers, educational and mental health programs, as well as overseeing facility equipment, maintenance, contracts, and grants. This position will also develop facility guidelines, rules, policies, and procedures to ensure compliance with state and federal statutes and regulations such as Minnesota Statutes, Minnesota Department of Corrections regulations, and the federal Prison Rape Elimination Act (PREA) standards. Additionally, this position will execute financial projections, future population trends, admission needs, and manage the budget to support our programs, while leading efforts to recruit and retain highly skilled youth workers to promote a diverse, culturally competent, and respectful workplace. This position will be supervising a behavioral health supervisor. This position will also ensure compliance with mental health and substance use treatment standards, and as well as fostering professional development. This position includes researching new funding streams such as Medical Assistance and/or writing grants. This work may involve an element of personal danger. This position is directly accountable to the Community Corrections Director.

Essential Duties

Oversees and is part of the creation, implementation and management, of program management systems and administrative functions that facilitate the development of tailored and effective treatment interventions. These interventions will be guided by the specific needs of residents, grounded in evidence-based practices, and include a framework for measuring outcomes and achievements to ensure continuous improvement and support for residents in a respectful and supportive environment.

Directs the work activities of facility staff, including all personnel functions related to staff hiring, training, discipline, compensation, and scheduling; and conducts or reviews performance evaluations for all staff members.

Makes decisions on admissions and denials of youth to the facility. This position takes into consideration the high-level complex needs of youth that are often referred to the JAF. The needs are often high acuity mental and behavioral health needs and diagnosis of youth that need placement. The decision to accept or deny a youth takes into consideration what supports JAF is able to provide that includes, but is not limited to diagnostic assessments, behavioral health assessments, reports from county workers, law enforcement agencies, other placements, doctors, and hospitals. The other factors this position takes into account is the total population of kids being served, the needs of the facility, and the capacity of staff.

Directs the development, monitoring, and maintenance of the budget, ensuring adequate provision of staffing, equipment, materials, and supplies to effectively support programming needs and essential support services, while maintaining expenditures within allocated funds. This role involves articulating and substantiating capital improvement and other budgetary requests to ensure facility needs are thoroughly documented and clearly communicated.

The position requires collaboration with regional leaders overseeing out-of-home placement decisions for youth, with a focus on addressing the needs of youth from a regional perspective and actively recruiting suitable participants for programming at JAF.

Responsible for supporting an inclusive environment focused on equitable outcomes.

Develops and administers contracts and oversees the quality and completion of work by contractors and vendors related to building repair, laundry, food services, education, programming and other activities.

Participates in departmental meetings to coordinate overall and overlapping interactions, and planning strategies.

Works with local law enforcement agencies, including the Scott County Sheriff's Department and other county police agencies, in order to coordinate transportation needs for youth in custody; coordinates actions between the facilities, the courts, medical facilities, on-site and external schools, and other correctional facilities.

Serves as a liaison and representative between the JAF and other divisions, including Juvenile Court, Probation Department, Child Welfare, Scott County Social Services, law enforcement agencies, other judicial jurisdictions, the County Board, City Council, state agencies, and private juvenile justice organizations to provide a greater understanding of the mission and purposes of the facility.

Develops and evaluates comprehensive youth programming activities at the JAF, ensuring the integration of trauma-informed care principles and a holistic approach to mental health and behavioral health services. Responsibilities include overseeing cognitive behavioral groups, mental health support, parenting and visitation services, and community services, as well as overseeing the coordination of 45-day psychological evaluations with qualified psychologists. Actively participates in and supervises treatment team meetings to ensure effective interdisciplinary collaboration and support for youth while they are at the facility, facilitating their ongoing growth and well-being.

Writes grants and seeks outside funding and resources to enhance the programming activities for youth at JAF.

Provides analysis and justification for type and amount of staff required.

Develops and implements policies and procedures to ensure compliance with licensing and regulatory agencies and monitors compliance of Minnesota Statues and 2960 Umbrella rules, federal and state laws and rules.

Conducts staff meetings regarding personnel and agency policies and functions.

Maintains related records and prepares reports as needed for own area of responsibility.

Performs supervisory duties as defined in MN Statute 179A.03 Subd. 17.

Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with other employees, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

Performs other related duties as required or assigned.


Minimum Qualifications

Requires equivalency of a Bachelor's Degree (Master's preferred) in Criminal Justice, Human Services, or other related field and six years of progressively responsible experience working with clients in treatment, group homes, or health and human services, including a minimum of 2 years specifically in a youth facility (such as detention, treatment, shelter, group home) and 2 years as a supervisor. Experience in the mental health field and implementing the delivery of trauma-informed/trauma sensitive programming are preferred. Current MN Mental Health licensure preferred. A valid driver's license and reliable form of transportation for the performance of work responsibilities is required. A pre-employment exam and drug test is required. This is not a hybrid job, work will be mostly at the Juvenile Alternative Facility.
