Responsibilities

We have an exciting new opportunity for a Strategic and Management Program Analyst to support the DOD Cyber Crime Center (DC3), Strategic and Partner Engagement (XE) Directorate located in Linthicum, MD. This position requires an active TS/SCI clearance.

To be successful in this role, candidate must have excellent attention to detail and time management skills, be task oriented, self-motivated, and have the ability to effectually analyze, plan, implement and execute program level goals.

Responsibilities:

    Plan and coordinate activities involving national cybersecurity initiatives with government agencies, foreign liaisons and mission partners.
  • Design and develop strategic plans, operating procedures, and project mapping in support of broad agency and department efforts.
  • Plan, manage, and synchronize complex projects across an organization with diverse mission sets.
  • Assist specialized teams in response to rapidly emerging requirements and shifting priorities.
  • Collaborate effectively with cross-functional teams, including organizational development specialist, engagement specialist, analyst, external communications professionals, and legislative and policy analysts.
  • Facilitate collaborative discussions to define problem statement, develop course of action solutions, develop execution plan and achieve project goals.
  • Plan and execute organizational development efforts such as workshops of varying length and topics.
  • Draft standard operating procedures and operating instructions that cross multiple departments.
  • Execute quality assurance, process improvement and project close out efforts.
  • Manage competing priorities, shifting focus and direction quickly without loss of productivity.


Qualifications

Qualifications:

  • Associates degree and 10+ years of experience; OR Bachelor's degree and 8+ years of experience; OR Master's Degree and 6+ years of experience. Or 3 years with PhD. However, four (4) years of additional relevant experience or specialized training will be considered in lieu of a Bachelor's degree.
  • Active TS/SCI Clearance.
  • Expert knowledge of policies, programs, organizations, functions, resources, strategies and legislation affecting the DoD and national cyber initiatives.
  • Knowledge and experience in the processes, procedures and execution of military protocol and executive/high-level military level engagement activities.
  • Knowledge of DoD and National cybersecurity environment, organization, responsibilities and activities.
  • Strong background and knowledge of international cybersecurity landscape and threats to DoD, Federal Government, and Industrial Base.
  • Career DoD experience in cybersecurity, partnerships, and DoD organizational elements along with managing complex issues (a plus).
  • Superior attention to detail, communication skills, and organizational skills to analyze, develop and compose detailed reports to organizational and DoD senior leaders with limited direction.
  • Minimally Certified Associate in Project Management (CAPM), preferably Project Management Professional (PMP).

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
