Rutgers, The State University of New Jersey, is seeking a Public Health Representative
III for the Eric B. Chandler Health Center at the Robert Wood Johnson Medical School.
The Public Health Representative
III (
PHR
III) provides
HIV Counseling, Testing and Referral (
CTR) within Rutgers, Robert Wood Johnson Medical School (
RWJMS) and the surrounding community. The
PHR
III is responsible to screen, test, educate and link individuals to care and treatment. The
PHR
III will also work with individuals who are diagnosed with
HIV by linking such patients to other resources needed (e.g. financial support, emotional support). The
PHR
III will also identify barriers to care, assist with access issues, develop relationships with health care providers, keep communication open with providers, patients and caregivers to coordinate services within the organization, outside facilities and within the community.
Among the key duties of this position are the following:
- Provides confidential HIV Counseling and Testing for patients according to NJ Department of Health and Senior Services and CDC guidelines and documents.
- Provides linkage to care services to individuals living with HIV.
- Completes new patient intakes via phone or in the field/hospital and addresses immediate needs.
- Conducts lost to care outreach for individuals who are not regularly attending HIV medical care appointments or completing required labs/screenings.
- Provides accurate information to patients about living with HIV, preventing further transmission, the benefits/challenges of HIV care and treatment and available services. Provides efficient and courteous services to patients.
- Keeps staff personnel informed of monitoring activities and progress of work assignments.
- Under the direction of the Program Coordinator, assists with the implementation of grant work plans, program-specific outcome evaluation measures and continuous quality improvement activities.
- Attends all scheduled staff meetings, trainings and other meetings as needed.

Qualifications
Minimum Education and Experience |
- Bachelor's Degree in Public Health, Social Work, Psychology or a related field plus one (1) year of experience in a health or social service related program providing HIV prevention and/or care services.
- Equivalent experience, education and/or training may be substituted for the education requirements.

Certifications/Licenses |
- NJ certification as a HIV Counselor required or must be prepared to obtain within six (6) months of employment.
- Must have a valid driver's license.

- Bilingual skills (English/Spanish) required.
- Computer literacy with competence in Microsoft Office components required.
- Must possess excellent written and verbal communication skills; strong organizational skills; detail oriented; able to function independently and work flexible hours.
- Must be friendly, outgoing, sociable, open-minded and non-judgmental, caring, empathic, compassionate, committed, dedicated, persistent, creative and resourceful.

Preferred Qualifications |
NJDHSS HIV Counselor Certification.- Knowledge of Middlesex County community resources.

Physical Demands and Work Environment |
- Physical Demands: Computer literacy, typing, working at multiple workstations in a shared environment; ability to speak clearly; write proficiently; extensive reading; extended sitting, ability to move from unit to unit. Position requires standing and walking over 2/3 of the time.
- Work Environment: Occasional (less than 1/3 of time) exposure to bloodborne pathogens that requires use of personal protective equipment.
