The Maryland Department of Transportation, The Secretary's Office (MDOT TSO), seeks a visionary and customer-focused technology executive to fill the Deputy Chief Information Officer (DCIO) role. This role is essential to driving enterprise application modernization and infrastructure transformation in alignment with the needs of Maryland's residents, businesses, and transportation partners. As a strategic leader, the DCIO ensures that every technology decision, from software development to infrastructure architecture, is rooted in improving the end-user experience, delivering faster, more reliable services, and increasing operational efficiency across MDOT's six modal administrations. This role demands a balance of deep technical expertise, cross-functional leadership, and a passion for service delivery that directly impacts the lives of Maryland's citizens and travelers. The Deputy Chief Information Officer (DCIO) will lead MDOT's enterprise technology strategy with a strong emphasis on customer experience, accessibility, and operational excellence. This is responsible for transforming constituent needs into efficient, secure, and intuitive digital services while ensuring round-the-clock availability, real-time data access, and seamless interaction across platforms. With deep experience in public-sector digital transformation, the DCIO will lead with data-driven governance, uphold compliance with cybersecurity and accessibility standards, and ensure all technology investments deliver measurable outcomes. The Deputy Chief Information Officer (DCIO) will report directly to the Chief Information Officer (CIO). Key responsibilities for this role include, but are not limited to, the following:
- Lead the development and execution of a customer-centric IT strategy, ensuring digital services are accessible, intuitive, and aligned with constituent needs.
- Oversee the modernization of enterprise applications, incorporating agile practices and human-centered design to enhance public-facing and internal systems.
- Direct the evolution of MDOT's IT infrastructure, including hybrid cloud, on-prem data centers, networks, and related platforms for reliability and scalability.
- Implement governance processes and key performance indicators (KPIs) to evaluate IT performance, service delivery, and user satisfaction across all applications and infrastructure.
- Foster a culture of continuous improvement, innovation, and user-centered thinking across IT teams and vendor partners.
- Partner with MDOT TSO and Modes to establish and execute change management methodologies, IT strategies, and operational plans to drive business transformation initiatives.
- Supervise teams responsible for managing IT business functions across all MDOT facilities, providing guidance in project management, problem-solving, and ensuring excellence in customer service delivery.
- Manage technology budgets, contracts, and vendor relationships to ensure value, accountability, and alignment with MDOT priorities.
The current vacancy exists at MDOT TSO in the Office of Transportation Technology Services (OTTS), which is located in Hanover, MD. (Anne Arundel County).

Qualifications

PREFERRED QUALIFICATIONS: Education: A bachelor's degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.
Experience: Ten (10) years of progressive experience in IT leadership, with a minimum of five (5) years in a leadership role overseeing enterprise architecture, infrastructure operations, strategic planning, and execution. The ideal candidate will possess:
- Master's Degree in a relevant discipline or an MBA.
- Proven commitment to inclusive, service-oriented technology.
- Experience leading digital transformation in complex, federated, or public-sector organizations.
- Strong leadership skills with a record of building and leading teams.
- Ability to align technology with business goals, customer-centric.
- Experience with budget management, resource allocation, and vendor management.
- Strong background in cybersecurity and regulatory compliance.
- Strong cross-functional collaboration skills
- At least two (2) years of experience working in the Federal or State Government.
