Brown and Caldwell (BC) is looking to add a Preconstruction Specialist with an established track record of providing preconstruction services for Integrated Project Delivery (IPD)/Design-Build projects within the water/wastewater infrastructure market (industrial process, remediation, etc.). More specifically, this role will be focused on the procurement of equipment related to water/wastewater infrastructure projects.

This position can be remote or BC can make accommodations at any of its offices across the United States if the candidate prefers.

Job Expectations:

This position will serve as an essential team member of project positioning, pursuits, negotiations and delivery in the overall development of the IPD portfolio. This role is responsible for developing and executing strategic supply chain strategies to drive successful development of project offerings. The role leads sourcing and prequalification of subcontractors and suppliers, ensuring they align with the company's strategic objectives. You will create comprehensive RFQ/RFP documents to solicit competitive bids and manage subcontract and PO administration, ensuring compliance with company policies and procedures. This role also coordinates expediting and logistics activities to ensure timely and efficient delivery of materials and services. You will work with IPD (Design-Build) Project teams consisting of Design Engineers, Construction Managers, Teaming Partners, Subcontractors and major equipment vendors, in preparing Design Build offerings and delivery plans. We are seeking a candidate who is self-motivated and can work within defined deadlines. Excellent communication skills and time management skills are critical to the success of this position.

Position Responsibilities:



  • Support preconstruction teams by developing innovative and effective supply chain strategies with a focus on enhancing business operations.
  • Source and prequalify subcontractors and suppliers to ensure quality service and products.
  • Lead in the creation and development of RFQ/RFP documents for procurement purposes.
  • Effectively manage the procurement process, ensuring compliance with internal policies and regulations.
  • Support development of construction Cost models and Schedules at various design stages (BODR, 30%, 60%, 90% and IFC).
  • Ability to develop preconstruction plans and approach to capture at-risk projects in a competitive environment.
  • Support development of cost estimates by obtaining budgetary pricing for materials and equipment.
  • Consult with project managers and project engineers to evaluate bids and to solicit clarification as necessary.
  • Knowledge of appropriate contractors and trade responsibilities.
  • Work across multiple teams to keep the procurement process moving forward by answering RFI's and issuing addenda.
  • Ability to develop relationships with local vendors and subcontractors.
  • Ability to read, review, and provide input to construction schedules.
  • Knowledge of specifications and how Division 1 applies to subcontractors and vendors.
  • Capable of tracking down information needed to support bid packages within construction documents.
  • Skilled in Microsoft Office Suite (primarily Word and Excel).


Required Qualifications:



  • 8 years' minimum experience related to engineering and construction delivery with an emphasis on preconstruction for various project delivery types (Design build, Progressive design build, CMAR, etc.).
  • Experience creating and developing RFQ/RFP documents for procurement purposes.
  • Experience negotiating contracts/subcontracts.
  • Experience procuring water/wastewater treatment equipment.
  • Experience in vendor and subcontractor outreach and relationship management.
  • Understanding and experience in development of scopes of work for competitive pricing utilizing proposal phase engineering document and functional scopes of supply in development of a complete cost model.
  • Proven ability to work independently under remote supervision with project managers, project design teams and estimators located in multiple regions of the country.
  • Strong written and verbal communication skills with demonstrated ability to conduct effective presentations and written report preparation


Preferred Qualifications:



  • 10+ years' experience related to engineering and construction delivery with an emphasis on preconstruction for various project delivery types (Design build, Progressive design build, CMAR, etc.).
  • Proficient knowledge of Sage Estimating (formerly Timberline) with the ability to develop proposal and planning phase construction estimates.


Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location A: $97,000 - $132,000

Location B: $106,000 -$145,000

Location C: $116,000 - $158,000
