The Maryland Department of Transportation, The Secretary's Office (MDOT TSO), seeks a visionary and strategic technology leader to fill the Modal IT Director (DOT Executive VII) role. This role is essential for delivering high-quality. customer-centric IT services that enable the modal administration's core transportation mission. The Modal IT Director acts as a trusted advisor to modal business leadership and collaborates deeply with shared IT service leaders in cybersecurity, enterprise applications, infrastructure, and innovation to ensure aligned, secure, and value-driven service delivery. This role is central to driving a culture of service excellence, championing user satisfaction through responsive IT support, transparent communication, providing future needs of budgets and projects, and proactive stakeholder engagement.

The Modal IT Director is a critical connector between the business and technology sides of the organization, ensuring that IT strategy, execution, and governance are fully integrated with the modal's operational and strategic needs. This role is for an experienced IT leader with a strong customer-centric mindset, excellent stakeholder management skills, and a commitment to measurable outcomes and compliance.

The Modal IT Director will report directly to the Deputy Chief Information Officer (DCIO).

Key responsibilities for this role include, but are not limited to, the following:
  • Lead all IT operations within the assigned MDOT modal, ensuring secure, reliable, and user-friendly technology services across systems, infrastructure, and end-user support.
  • Serve as the primary liaison between modal leadership and MDOT's centralized IT organization, translating business needs into technology priorities and advocating for modal requirements.
  • Collaborate with shared service leaders (Cybersecurity, Enterprise Applications, Infrastructure, Innovation) to ensure service delivery aligns with MDOT's standards and customer expectations.
  • Ensure compliance with cybersecurity, privacy, accessibility, and procurement regulations (e.g., NIST, FedRAMP, ADA).
  • Oversee the execution of IT projects within the mode, including planning, budgeting, resource allocation, vendor coordination, and risk management.
  • Support digital transformation by identifying and advocating for technology innovations that improve modal operations and constituent services.
  • Provide end-user support, ensure prompt issue resolution, and maintain operational continuity for critical business systems and niche applications.

There are two (2) vacancies for this position. One (1) exists at MDOT Motor Vehicle Administration in Glen Burnie, MD (Anne Arundel County), and one (1) exists at MDOT State Highway Administration (SHA) in Baltimore City, MD.

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:


Education: A bachelor's degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.

Experience: Seven (7) years of progressive experience in IT leadership roles, including at least five (3) years managing enterprise-scale IT operations, strategy, or digital transformation.

The ideal candidate will possess:

  • Proven commitment to inclusive, service-oriented technology..
  • Strong leadership skills with a record of building and leading teams.
  • Ability to align technology with business goals.
  • Experience with budget management, resource allocation, and vendor management.
  • Strong background in cybersecurity and regulatory compliance.
  • Strong cross-functional collaboration skills
  • At least two (2) years of experience working in the Federal or State Government.
