The incumbent will have primary responsibility to provide strategic IT leadership to the Company's information technology (IT) staff to enhance the effectiveness, scalability, security, and efficiency of Company operations. The incumbent will organize and oversee the Company's IT infrastructure, including end point devices, servers, networking equipment, communication systems, and related information assurance and cybersecurity activities in a highly regulated environment. Essential Duties and Responsibilities: * Directs and supervises the IT staff teams within the Company's IT Department (Client Support, Systems Administration, and Cybersecurity). * Monitors and manages the IT support request queue and prioritizes tasking to meet end user requirements and effectively utilize IT staff. Will assist staff with diagnosing and solving IT support issues. * Oversees hardware and software procurement, implementation and maintenance to ensure availability to meet end use requirements, compliance with and applicable regulations, and proper redundancy. * Monitors IT infrastructure and related system operations and assesses potential risks. Oversees timely and effective response to any system failures or gaps and identifies and implements solutions to address prioritized risks. This is expected to include, at a minimum: * Developing or implementing appropriate analytical and reporting tools, feasibility studies, and recommendations for enhancements to the IT infrastructure and its supporting hardware and software. * Researching and evaluating technology, techniques, threats and industry best practices to optimize efficiency and usability, and minimize vulnerabilities. * Provides strategic guidance and oversees governance of IT solutions that will enable the business to meet its technical and financial operational goals, and ensures timely and effective response to end user requirements. * Establishes and maintains IT policies, procedures, and standards. * Leads corporate IT planning to anticipate and align emerging Company needs/workflows with sound investment-acquisition to a modern and scalable ecosystem. This function will be highly collaborative in connection with Company Officers, Administrative Department Managers, and Business Area Directors. * Serves as a Senior Advisor to Company Officers, Business Area Directors, Administrative Department Managers, S&T Advisors, and IT staff on the design, acquisition, and implementation of relevant IT solutions. * Evaluates training requirements for current and new IT solutions. * Recruits, interviews, hires, develops and evaluates IT staff. Required Knowledge, Skills & Abilities: * Strong leadership, problem-solving, and communication skills. * Proficiency in IT project management, as well as familiarity with the operation of IT infrastructure (e.g., networks, operating systems, servers, and end point devices, etc.) and information assurance/cybersecurity in a highly regulated environment. * Ability to motivate groups of people to communicate task progress and complete tasks in a timely manner. * Prior experience operating an IT system subject to compliance with NIST SP 800-53 and/or NIST SP 800-171. * Proficient with range of general and specialized applications, software, and hardware used in a Microsoft GCC High cloud tenant. * Enterprise-level IT planning experience, to include experience with enterprise-level requirements gathering and validation * Organized with a high level attention to detail. * Excellent analytical, logical thinking, and problem-solving skills. * Excellent verbal and written communication skills. Education/Experience: * Bachelor's degree in computer science, information science, or a related field with a minimum of 10 years of professional experience in an IT-related role is required. A graduate degree in business administration, systems engineering, or MIS is preferred. * A minimum of five (5) years of IT project management and/or IT supervisory experience is required. Certificates and Licenses: * IAM Level 2 or IAT Level 3 certification (e.g., CISSP, CISM, CASP+) required * Microsoft certified Azure Solutions Architect Expert, CompTIA Advanced Security Practitioner (CASP+) preferred. Clearance: * Active DoD or Capacity to Acquire (Required) to also achieve DHS / DOJ suitability Supervisory Responsibilities: * Hire members of the IT staff. * Assign duties and responsibilities and oversees work assignments of IT staff, including prioritization of requirements, as needed. Note that some staff oversight activities may be delegated to one or more leads as appropriate. * Conducts timely and constructive performance evaluations that inform staffing actions ranging from promotion to discipline.
