General Description
The Franchise and Business Permit Manager is responsible for coordinating and managing all aspects of the franchise and business permits program within the Port Everglades Department. This role involves planning, developing, implementing, supervising, and evaluating franchise and permit programs, projects, activities, and services. The manager serves as an administrative liaison, ensures compliance with policies, maintains accurate records, and provides key reports and analyses to support department operations and decision-making.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Requires two (2) years experience in a staff or administrative capacity managing special projects, programs or business operations appropriate to the area of assignment or closely related experience.

Special Certifications and Licenses Required
- Ability to secure and maintain a valid Florida Driver's License at the time of appointment and for the duration of employment.
- Ability to secure and maintain a Transportation Worker Identification card (TWIC) within 60 days of employment and for the duration of employment.
- Ability to secure and maintain a valid Seaport Business Purpose Credential for the duration of employment.

Preferences
- Master's Degree with major coursework in business, economics, international trade, public administration, or closely a related field
- Project Management Professional (PMP)
- Professional Port Manager (PPM) certification - AAPA
- Industry Recognized Port Certification (IRPC) - AAPA
- Microsoft Office Specialist: Expert
- 2+ years professional experience using Agenda Quick, and/or Legistar and preparing Agenda items.
- 2+ years processing franchise applications & permits. (*Not generally in conjunction with Level A, B or C)
- 2+ years of Peoplesoft experience - budget tracking, purchasing related and/or P-card reconciliation
- 4+ years of Project, or Contract, or Grant management experience
- Bilingual or Multilingual - written/verbal (Dutch, French, German, Italian, Mandarin, Portuguese or Spanish)
- 2+ years of supervisory experience
- 2+ years as a P-card approver and/or P-card coordinator

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Coordinate and manage all aspects of franchise and business permits program within the Port Everglades Department.

Plan, develop, authorize, implement, supervise and evaluate programs/projects, activities and services; facilitate inclusion, prepare reports, and analyze and interpret data using computer software applications.

Maintain franchise and business permit related data in hard copy and electronic format.

Develop policies, procedures and guidelines related to franchises and business permit, programs/projects and services.

Monitor/evaluate franchise and permit applications.

Monitor and supervise maintenance of records and documentation.

Act as administrative liaison among various County operational and administrative functions related to assigned franchise and business permits, contracts, programs and projects, and explains policy regulations and operating procedures.

Create and maintain performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.

Maintain an assignment of contracts for administration, monitoring, and/or evaluation activities.

Provide staff assistance to supervisor/manager, Division, or Department head in specially assigned areas of operations. Assist and advises on matters pertaining to franchises and business permits, contracts, grants and/or lease projects assigned.

May perform quality control checks on operating documents to ensure accuracy; create or modify PowerPoint presentations for agency communication.

Communicate key procedural changes to staff and management.

Plan, direct and supervise the activities of staff.

Perform related work as assigned.

Monitors and supervises maintenance of project records and documentation.

Acts as administrative liaison among various County operational and administrative functions related to assigned programs and projects.

Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.

Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.

Communicates key procedural changes to staff and management.

Performs related work as assigned.
