Overview

We are seeking a Project Manager - Environmental Permitting to join our successful and growing Planning, Permitting, and Licensing Practice in New York. This successful candidate is enthusiastic about their work, driven by intellectual curiosity, and strives to work collectively to best serve our clients and help create the future of our communities in meaningful and sustainable ways. They will be involved in a wide variety of energy-related projects including New York State electric transmission, natural gas pipeline, and renewable energy (wind/solar) generation projects. The Project Manager can report to the Liverpool, Clifton Park, Ithaca, or West Seneca, NY office and will support development, implementation, maintenance, and improvement of key permitting programs to support quality and strategic growth plans.


Responsibilities

  • Preparation of documents associated with, and participation in the processes of New York State Article VII and Part 102, DEC Freshwater Wetlands Program, and USACE federal permitting. Similar experience with New York's Article 10 and Section 94-c permitting and FERC is a plus.
  • Preparation of permit applications, environmental documentation, Environmental Management and Construction Plans (EM&CPs), Stormwater Pollution Prevention Plans (SWPPPs), State Environmental Quality Review Act (SEQRA) documentation, and agency consultations.
  • Develop permitting strategies and schedules, participate in public meetings, negotiate with regulatory agencies, coordinate field work, direct and support other technical staff, interact regularly with clients, stakeholders and contractors, and manage budgets and invoicing.
  • Preparation of clear and concise reports, procedures, correspondence, and other written materials.
  • Preparation and oversight of environmental permit applications at the federal, state, and local levels.
  • Will serve as main point of contact for regulatory agencies and clients.
  • Review of environmental and municipal regulations to identify compliance requirements and advise project teams on project strategy.
  • Development of agency consultation packages and coordination with local and regional agencies.
  • Abide by Company policies and procedures.
  • Other duties and special projects as assigned.

Qualifications

  • Minimum qualifications include a bachelor's degree in environmental science, natural resources, biology, ecology, or related field, and 5 to 10 years of post-degree environmental permitting experience in New York.
  • Experience with permitting at the local, state, and municipal level, including familiarity with the National Environmental Policy Act (NEPA) and similar permitting procedures. This could include experience in Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, and New Jersey.
  • Direct experience managing projects under New York State Article VII and Part 102, Article 10, and Section 94-c is a plus.
  • Experience with SEQRA Permitting, New York State DEC Freshwater Wetlands Program, and Federal Clean Water Act is also highly desirable.
  • Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies, including New York Public Service Commission, NYSDEC, EPA, and USACE.
  • Excellent verbal communication and technical communication skills are mandatory.
  • Ability to maintain a positive attitude working under aggressive schedules.
  • The candidate must have a strong ability to prioritize, organize, and perform multiple work assignments simultaneously.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range

USD $70,970.00 - USD $92,518.00 /Yr.
