About the Role
Redhorse is transforming how the government uses data and technology. As a Senior Program Manager, you will play a crucial role in delivering a critical project for the FBI, directly impacting national security and public safety. You will lead a team, manage resources effectively, and ensure successful program execution from inception to deployment. This is a high-visibility role offering significant professional development and the opportunity to make a substantial impact.

Key Responsibilities
  • Formulate and enforce work standards.
  • Assign program schedules and monitor progress.
  • Review work products and ensure quality.
  • Supervise program personnel, providing guidance and direction.
  • Communicate organizational policies, purpose, and goals to subordinates.
  • Be responsible for overall program performance.
  • Provide a half-time (20 hours/week) on-site Project Manager, working alongside Government Supervisors and Product Owners.
  • Prepare and submit monthly financial reports, including all required invoice documentation, to the FBI Contracting Officer Representative (COR).
  • Submit monthly status reports (MSRs) to the FBI COR, summarizing activities, planned actions, and personnel updates.
  • Maintain adequate staffing levels, ensuring timely backfill for any open positions.
  • Serve as the primary point of contact (POC) for the COR. Provide an alternate PM contact to the COR. Maintain availability via telephone (9:00 am - 3:00 pm, Monday-Friday).
  • Provide leadership and support to accomplish all tasks and activities outlined in the Task Order SOW, communicating directly with the Task Lead and COR.
  • Ensure effective communication of expectations to contract employees in a timely and clear manner.
  • Identify and resolve issues and conflicts within the contractor's project team.
  • Manage monthly funding (labor, travel, other direct costs [ODCs]), and staffing level of effort projections, including procurement of ODC equipment and expense reports.
  • Review and approve time reports for Contractor staff and any subcontractor(s).
  • Review and approve subcontractor invoices.
  • Conduct monthly status meetings with the COR/PMs to discuss project status, funding, risks, and staffing.
  • Hire and onboard new staff (requisition creation, interviews, backfill forms, VAR, VNF, fingerprints, SATE briefing, PIV, DBIDS).
  • Assist in onboarding new subcontractors (teaming agreements, NDAs, rates, funding).
  • Ensure mandatory training completion for all personnel.
  • Provide Collections Operations/Deployment weekly reports and ensure team member contributions are documented daily/weekly.
  • Ensure contractors complete additional mandatory activities (PIV, RSA, clearance/SCI, foreign travel, EPAS, accesses, polygraphs).
  • Manage contractor staff in a complex operational environment.
Required Experience/Clearance
  • Seven (7) or more years of experience in relevant fields.
  • Five (5) years of experience managing technical projects and programs as the single authorized interface with government management personnel.
  • Experience in complete program development from inception to deployment, demonstrating the ability to provide guidance and direction at the program level.
  • Project Management Professional (PMP) certification required.
  • Knowledge of best practices in the management and control of personnel, funds, and resources for directing information system programs.
Desired Experience
  • Experience with Agile methodologies.
  • Experience working with the FBI or other federal agencies.
  • Proficiency with project management software (e.g., Jira, MS Project).
  • Experience managing large, complex budgets.
  • Specific knowledge of information systems security and compliance.
