THOR Solutions is actively seeking a Decommissioning Engineering Coordinator to support inactivation and/or decommissioning efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in Norfolk, VA.

This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, "contingent" hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.

Typical Responsibilities:
  • Coordinate Navy Directive Issuance updates related to decommissioning of U.S. Navy active ships.
  • Develop detailed Decommissioning (DECOM) Guidance messages tailored to specific disposition methods that will be employed for an active U.S. Navy ship decommissioning.
  • Coordinate with Type Desk and RMCs to establish decommissioning availabilities to prepare ships for inactivation or hot transfer.
  • Provide weekly DECOM Assistance in monitoring compliance with the installed equipment/system removal redistribution process. Validates requesting agency requirements and compares requirements to the current removal guidance.
  • Coordinate with the Chief of Naval Operations (OPNAV), Naval Sea Systems Command (NAVSEA), and the U.S. Navy International Programs Office (NIPO) to adjudicate and resolve equipment removal issues not already specified.
  • Maintain a historical database/tracker for all ship decommissionings and transfers.
  • Attend meetings with OPNAV Ship Inactivation and Disposition conferences. Coordinate with internal stakeholders to develop and provide Commander, Navy Surface Force Atlantic (CNSL) recommendation and inputs to the Planned Decommissioning, Dismantling, and Disposal appendix of the Department of the Navy's (DON) annual Long-Range Plan for construction of U.S. Navy vessels.
  • Assist in the development of program briefs, position papers, draft and edit policy papers for CNSL.
  • Compose correspondence, create spreadsheets, manage databases, and other administrative projects as needed in support of the CNSL Force Engineer (N43C).
  • Compose standard naval messages using CMP program based on input provided. Review and edit draft messages for completeness and accuracy.
  • Plan, coordinate, and organize inactivation briefs with CNSL COC, Ship's Force , ISIC, Port Engineers, INACTSHIPS, and Regional Maintenance Center.
  • Plan, coordinate, and organize tow briefs with CNSL COC, Ship's Force , ISIC, MSC, Port Ops, INACTSHIPS, Tow Master, and Port Engineer.
  • Provide bi-weekly updates on DECOM Schedule for ships in the DECOM window.
  • Provide weekly status of all Decommissioning ships going through their inactivation CMAV's.
  • Coordinate and attend weekly progress meetings for decommissioning ships.
  • Provide on-site subject matter expert response to in-person, telephone or e-mail inquiries or concerns regarding decommissioning of U.S. Navy active ships during normal office hours if not already engaged in out of office decommissioning of U.S. Navy active ships matters.

Location: Onsite in Norfolk, VA.

Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.

Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.

US Citizenship Required:Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.

Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong, relevant experience but no active security clearance may still be considered, but work start would be dependent upon a new Secret clearance being awarded.

Typical Knowledge, Skills, and Abilities:
  • High School diploma, GED, or equivalent.
  • Four (4) years of office and/or clerical experience.
  • Four (4) years experience conducting administrative duties in support of a US Navy decommission program with experience using common online Navy and DoD systems to include, naval messages, SharePoint, etc., with detailed knowledge and expertise of Naval administrative and correspondence policies, instructions, regulations and processes.
  • Proficient with common productivity software, including the Microsoft Office suite.
  • Excellent communication skills.
