DESCRIPTION OF WORK

In this role, you will take on the responsibility of coordinating various agreements related to antenna tower leases, road usage, inter-agency collaborations, and waste tire management. As the statewide coordinator for Antenna Tower Lease Agreements, you will be tasked with reviewing, preparing, and revising these agreements to ensure they adhere to all relevant laws, regulations, and policies governing the State Forest. This includes evaluating bonding instruments necessary for maintaining binding agreements and approving requests for co-location of additional antennas on existing towers, as well as assessing support utility requests linked to antenna sites. Similarly, you will oversee Road Use Agreements, ensuring compliance through thorough review and revision processes.

Your role will also extend to negotiating and managing inter-agency agreements with various state, municipal, and federal entities, facilitating collaboration with the Bureau of Forestry. In the area of waste tire permitting, you will coordinate with the Department of Environmental Protection (DEP) to secure hauling permits for all forest districts and maintain accurate records of tire quantities collected and delivered to authorized recycling facilities. Additionally, you will provide assistance and support to assigned forest districts in negotiating, preparing, and reviewing a range of agreements, including those related to communication lines, electric utility distribution, sewage utilities, and land leases for agricultural and recreational purposes, ensuring that all agreements comply with the applicable laws and policies governing the State Forest.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Natural Resource Program Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of professional experience in natural resource management or natural resource education; and a bachelor's degree in natural resource management, parks and recreation, education, biology, forestry, ecology, geosciences, environmental sciences, or a closely related field; or
  • An equivalent combination of experience and training.
