The New York City Department of Transportation (NYCDOT) has an exciting opportunity for an experienced policy and project manager to be a leader of the Federal Transit Administration (FTA) Grants Program Unit serving as the Director overseeing a team of professionals within Grants and Fiscal Management Division. The FTA Program Unit manages FTA grants and related State transit grants for NYCDOT and entire New York, including non-profit entities and other City agencies. NYCDOT depends on these important funding sources to provide safe efficient, and environmentally responsible movement of people, and goods on streets, bridges, and waterways of the City's transportation network crucial to the economic vitality and quality of life of New York City residents in conjunction with our regional transportation agencies. The ideal candidate will need to have experience in understanding and interpreting highly specialized and complex FTA requirements per US Title 49, including rules and regulations, and ensure compliance with them to facilitate transportation project planning, design, and construction implementation. The Director will be responsible for all FTA grant funded activities, including financial and programmatic management of transit projects, ensuring FTA funded project implementation activities comply with all applicable FTA rules and regulations including DBE Civil Rights. Must be capable of overseeing all tasks necessary to implement projects including the planning process which includes scope, budget estimate, project schedule development, NEPA evaluation, grant management activities including collection analysis of grant financial data utilizing Microsoft applications, and generate monthly reports, create and maintain databases to track capital projects, represent the agency at the Triennial Reviews and Single Audits, report to federal and state agencies. Must be capable of analyzing complex financial and program compliance data consisting of FTA, NYSDOT, City Capital and Expense funds in FMS and FTA funds in FTA's TrAMs grants management system. The Director will be required to liaise with highest levels of management in the City, Federal and State agencies to advance project-delivery in compliance with FTA, NYSDOT, and NYC rules and regulations and coordinate with NYSDOT, NYMTC, and NYCTCC. The Director will coordinate the submission of competitive grant applications to various Federal and State grantors to seek opportunities to obtain additional grant funding for the agency's programs. Perform all this work with broad latitude and independent judgment.

ASSOCIATE STAFF ANALYST - 12627

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in "1" above.

4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in "1" above.

5.A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in "1" above.

Preferred Skills

Desirable Experience: The candidate should have a background in policy as well as experience in a City agency managing federal or state grants. Must be a proven leader in managing FTA funded program for at least three years and knowledge of FTA rules and regulations. Experience w/ Microsoft Word, Excel Flexibility working in a fast-paced environment under critical deadlines w/ a dynamic team.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
