THE POSITION

The Washington County Sheriff's Office is recruiting for a Jail Services Technician Manager. The Jail Services Technician (JST) Manager plans, organizes, implements, and oversees all activities of the 24-hour Jail Services Technician Unit within the Washington County Sheriff's Office (WCSO) Jail Division. The WCSO Jail provides housing for up to 572 Adults in Custody. Our JST's perform a variety of administrative jail services related to booking and custody support functions. This position will also perform tasks associated with electronically monitoring and controlling jail access and adults in custody movements within the county jail. The JST Manager develops and implements goals, objectives, policies, and procedures for the Jail Services Technician work unit to align with regulatory, accreditation, and organizational polices and standards. The JST Manager partners directly with WCSO Division Commanders and Executive Leadership. The ideal candidate will have broad leadership experience in the programs and services provided by the WCSO Jail Services Technician Unit. A successful candidate will possess excellent communication and organizational skill with the ability to think critically to solve problems. ESSENTIAL JOB DUTIES
-
- Reviews and interprets executive direction, state regulations, collective bargaining agreements, and organizational policies to develop, design, monitor, and evaluate policies and procedures within the Jail Services Technician work unit.
- Oversees and provides on-call 24/7 support for the most complex and urgent Jail Services Technician staff and operational issues for the Washington County Jail.
- Acts as jail management systems (JMS) administrator to ensure business and regulatory needs are being met. Oversees and evaluates software operations and activities of the jail management system; performs and reports regular system audits; recommends and implements improvements and modifications in close partnership with the DATA division; prepares various reports on operations and activities including account creation, permission changes, and disabling accounts as needed.
- Directs, oversees, and manages the logging, classification, storage, dispensing, destruction, and return of all Adults in Custody (AIC) property maintained by the Sheriff's Office Jail. Ensure integrity, security, and accurate processing of all AIC property in accordance with applicable laws, rules, regulations, and Oregon Jail Standards (OJS).
- Develops and oversees property audits, inspections, and inventories.
- Reviews audits, inspection and inventory reports, and investigates any discrepancies.
- Oversee and develop resolutions for facilities storage spaces and lead the communication and implementation of improvements to the wider jail operations teams.
- Assists in creating a positive and supportive work environment; enforces a safe workplace; establishes a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion; and actively promotes an environment respectful of living and working in a multicultural society.
- Oversee jail dispatch operations including radio communications, deputy dispatching, telephone systems, and intercom communication. Ensure accurate call logs, message tracking, and timely response to internal and external communications. Oversee and develop resolutions for facilities storage spaces and implement improvements.
- Submits justifications for budget requests; monitors and controls expenditures.
- Reviews and responds to the most complex requests from the public, resolves and documents complaints, interprets and explains policies and procedures, research information, prepares and provides crime statistics, authorizes the release of Jail or AIC information in accordance with ORS statute and Oregon State Jail regulations.
- Plans, reviews, and coordinates communication needs for unit operations including periodic meetings with all Jail Services Technician staff. Consults with department and division leadership to resolve management problems and establishes jail administrative policies and procedures.
- Participates in the interviewing and selection process of professional and supervisory personnel both within the work unit as well as other divisions of the department.
- Partners closely with the Professional Standards Division on the design, revision, tracking, documenting, and reporting of staff training and development for new and existing Jail Services Technicians.
- Coach and provide performance feedback to staff on operational policies, emergency response, technology systems, booking procedures, control room operations, and safety protocols; conduct formal performance evaluations and initiate corrective or disciplinary actions, when necessary, in accordance with the current Collective Bargaining Agreement and in collaboration with human resources and management.
- Record and analyze reports and documentation including shift activity summaries, incident reports, personnel notes, and recommendations for operational improvements. Maintain accurate and confidential supervisory records in line with department standards.

MINIMUM QUALIFICATIONS
-
EDUCATION AND EXPERIENCE:
- Bachelor's Degree in Criminal Justice, Criminal Administration, Corrections, Social Work or relevant field; AND three (3) years of work experience working in a position that required extensive public contact; with at least two (2) years of the work experience leading a team in a correctional facility or performing related work that would provide the required knowledge and skills to perform the essential duties of this position; OR
- Associate's degree in Criminal Justice, Criminal Administration, Corrections, Social Work or relevant field AND five (5) years work experience working in a position that required extensive public contact; with at least two (2) years of the work experience leading a team in a correctional facility or performing related work that would provide the required knowledge and skills to perform the essential duties of this position; OR
- High School Diploma AND six (6) years work experience working in a position that required extensive public contact; with at least two (2) years of the work experience leading a team in a correctional facility or performing related work that would provide the required knowledge and skills to perform the essential duties of this position; OR
- Seven (7) years of experience working in a position that required extensive public contact working in a position that required extensive public contact; with at least two (2) years of the work experience leading a team in a correctional facility or performing related work that would provide the required knowledge and skills to perform the essential duties of this position.
ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS
- Possession of a LEDS certification is required within six (6) months of appointment.
- Must successfully pass an extensive background investigation conducted by the Sheriff's Office.
- Completion of the Sheriff's Office Internal Field Training and Education Program (FTEP), and certification as a fully-qualified 'Jail Services Technician', or its equivalent, is required at the time of hire.
- Possess or Completion of the Field Training Officer (FTO) or successfully pass FTO School within the first year of appointment.
- Must be willing to work shift assignments and any hours of the day or night, weekends, holidays, and overtime as required to operate a 24-hour facility.
- Must be able to pass a post-offer physical abilities assessment and psychological assessment.
