Job Description

Elwyn seeks a Program Manager to be responsible for all aspects of program operations for the designated day services including development of all programming, hiring and disciplinary actions for staff, effective fiscal management, and interfacing with outside agencies and funding sources.

ESSENTIAL FUNCTIONS:

  • Manage all aspects of daily operations of assigned adult day support services including but not limited to meeting budgetary guidelines, ensuring completion of client billing and ensuring compliance with regulatory guidelines
  • (Re)Design program model to target group needs
  • Maintain direct supervision of day support services
  • Supervise and ensure appropriate in-service and training to all staff
  • Oversee implementation of all regulations and procedures regarding record keeping for consumers including accuracy and compliance of all documentation
  • Maintain files on all staff at assigned program(s) regarding required training, disciplinary actions, commendations, evaluations and any other pertinent information
  • Oversee the development and implementation of all program plans and behavioral programming
  • Ensure and advocate for maximum social, academic, vocational/volunteer and community inclusion opportunities for consumers providing the service when needed
  • Ensure appropriate personal and physical care for consumers
  • Ensure all safety policies and procedures are followed and enforced
  • Provide program services that focus on respecting individual rights
  • Support, and in the absence of the Program Specialist facilitate, the interdisciplinary team approach to ensure quality programming
  • Use their full knowledge of governing regulations to educate staff to ensure full compliance with Chapters 51, 2380, 2390 and/or Department of Aging Regulations including but not limited to client charts, staff training, vehicle maintenance, and physical site maintenance
  • Develop and nurture relationships with external contacts including but not limited to consumer support coordination, families, advocates and/or care givers to establish a point of contact for problem resolution, client care services, program operation, agency donations, and social events
  • Develop plans of correction regarding licensure certification and other approvals
  • Monitor methods of ongoing quality assurance regarding compliance with all licensure, certification, Elwyn policies and procedures and other standards as applicable
  • Work cooperatively with other Elwyn management staff to meet overall Elwyn objectives
  • Supervise all staff Include sup statement
  • Work closely with supervisor to remedy program concerns as needed
  • Actively participate in teams, committees or special events as directed by supervisor
  • Oversee all employee timekeeping and payroll activities
  • Oversee all consultant scheduling including but not limited to temp agency staff, music therapists, exercise leaders, and other consultants as applicable
  • Provide incident management as needed including but not limited to identifying incident as reportable, entering incident into data system, investigating incidents as appropriate and providing follow-up through to conclusion
  • Communicate any changes in policy or procedure to staff
  • Anticipate future needed changes or problem areas and implement effective action
  • Evaluate all aspects of programming for assigned adult day support services and implements corrective actions as needed
  • Evaluate services to determine their fit to consumer needs and expected model
  • Regularly encourage feedback from staff and utilize this feedback to improve services
  • Conduct investigations of incidents and fact findings as required.
  • Perform cardiopulmonary resuscitation (CPR), and crisis intervention using agency-trained protocols
  • Perform other duties as assigned

QUALIFICATIONS, EDUCATION & EXPERIENCE:

  • One of the following combinations of education and experience:
    • Associate's Degree from an accredited college or university or 60 credit hours AND 4 years of experience working directly with persons with intellectual disabilities
    • Bachelor's degree from an accredited college or university AND 2 years of experience working directly with individuals with intellectual disabilities
    • Master's Degree from an accredited college or university AND 1 year experience working with individuals with intellectual disabilities
  • Must have current valid driver's license in state of residence, (3) years driving experience in the United States and acceptable driving record
  • Five years' experience working with people with developmental disabilities.
  • Two years supervisory experience
  • Knowledge and experience in program design including assessment, development and implementation of individual program plans.
  • Working knowledge of fiscal management
  • The ability to alter working hours as needed
  • Extensive knowledge of program regulations Chapters 51, 2380, 2390 and/or Department of Aging Regulations is preferred
  • Demonstrated ability to work effectively as part of a team and to lead a team
  • Must be able to perform CPR and crisis intervention techniques using agency-trained protocols
  • Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills
  • Demonstrated intermediate experience with Microsoft Office applications, including Word, Excel, and Outlook
  • Good organizational skills
  • Demonstrated ability to independently solve problems in a creative manner
  • Familiarity with electronic client records
