XLA is currently seeking an PA Technical Support/Consultation to support our DEA client onsite in Chesterfield, VA. Candidates must be local to the area, as this position is onsite in a federal office setting 5 days/week.

KNOWLEDGE, SKILLS, AND ABILITIES SOUGHT



  • At least five years of experience working directly with PA applicants
  • Experience working directly with or for state government emergency management agency
  • Experience working in FEMA's grants portal and familiar with the PA delivery model
  • Experience working Public Assistance in Virginia including familiarity with EMGrants
  • Knowledge and application of the FEMA Public Assistance Program and Policy Guide
  • Demonstrate understanding of emergency operations planning, emergency support functions, logistics, and finance and admin.
  • Successful track record in obtaining maximum reimbursement by FEMA for all categories of PA including Category Z-Management Costs.



PUBLIC ASSISTANCE

VDEM currently has approximately 1,000 active projects for the PA Grant Program, including state agencies, state institutions of higher education (including community colleges), local governments and authorities, tribal governments, and eligible private non-profit organizations. GAPS



  • Support VDEM as an applicant (B1)



  1. Provide guidance with estimates, writing project narratives, contracts, RFIs.



  • Public Assistance Program Administration (Recovery Consultation) (B2)
  • Provide guidance to Grant Manager/Supervisors on private-non-profit (PNPs), institutions of higher education and local public-school boards, state universities that are also associated with state hospitals (University of Virginia and Virginia Commonwealth University) and localities and special districts.



VDEM is looking for support for the following:



  • The intent is to acquire expert consultation, on a variety of FEMA PA topics, as needed.
  • Highly qualified individuals to Support Recovery Operations for specifically the Public Assistance (PA) program.
  • These individuals will assist the Recovery Grants Manager and Supervisors with PA policy questions, consultation on debris issues, assistance with appeals, grant operation and closeout tasks and other general PA issues.
  • In addition to extensive knowledge and experience in FEMA Public Assistance, the individual(s) should possess leadership skills to assist the Recovery Grants Manager and Supervisors in guiding team members of the operations and close-out teams.
  • The tasks in this Scope of Work cover the operational period of the PA program through the closeout of the grant. This task order is for approximately twelve (12) months with an option to extend.
  • It is not anticipated that there will be daily tasks. The intent is to allow the Recovery Grants Manager and Supervisors access to expert consultation as needed.
  • It is expected that the specific knowledge, skills and abilities outlined below, will be available through the selected contractor.
