Job Description

The Project Manager (PM) will serve as the senior program lead responsible for planning, coordinating, and delivering the USDA Office of the Chief Financial Officer (OCFO) Budget and Spend (BAS) Solution Professional Services contract. The PM will oversee all aspects of task order performance, ensuring cost, schedule, and quality objectives are met while maintaining compliance with Federal and USDA standards.

Responsibilities:

  • Lead the BAS program, manage schedules, risks, and deliverables, and act as the primary interface with client leadership.

Program Leadership & Oversight:

  • Provide overall management and direction for all personnel, resources, and activities supporting the BAS program.
  • Ensure all work is executed in accordance with client standards, processes, and governance requirements.

Project Planning & Control:

  • Develop, maintain, and update project schedules, integrated master plans, and related artifacts.
  • Manage hybrid agile software development lifecycles, aligning delivery with USDA's financial and IT standards.
  • Deliver weekly and monthly status reports, risk assessments, and corrective action recommendations.

Stakeholder Engagement & Communication:

  • Present program-level content to executive leadership, governance boards, and agency stakeholders.
  • Conduct weekly meetings with USDA leadership to review project status, risks, and deliverables.
  • Serve as primary point of contact between the contractor team and USDA for contract performance issues.

Risk & Issue Management:

  • Identify, assess, and mitigate risks, issues, and delays, ensuring corrective actions are implemented.
  • Provide proactive recommendations to address challenges and maintain alignment with USDA's mission needs.

Integration & Technical Oversight:

  • Provide management oversight of implementation approaches, including SAP integration, financial management systems, and web services to SAP ECC/S4 HANA.
  • Coordinate activities across functional and technical leads to ensure timely and quality delivery of requirements, testing, deployment, and post-production support.

Knowledge Transfer & Sustainment Support:

  • Ensure federal employees gain hands-on experience and knowledge transfer to support long-term sustainability of the BAS solution.
  • Support user adoption through outreach, training, and change management activities.
Qualifications
  • Senior-level Program/Project Manager with experience implementing financial management and budgeting solutions within the federal government.
  • Comprehensive knowledge of Federal government budgeting and information technology implementation standards.
  • Senior Program/Project Manager with federal financial management system experience.
  • Minimum 5 years leading federal SAP-based projects.
  • Experience integrating SAP solutions (ECC or S4/HANA) with other systems.
  • PMP certification or equivalent.
  • Deep knowledge of federal budgeting and IT implementation standards.
  • Workdays: Monday-Friday
  • Must be a US Citizen.
  • Demonstrated excellent customer service skills.
  • Proficient in Microsoft Word, Power Point, and Excel
  • Strong communication, presentation, analytical, and technical skills.
  • Demonstrated ability to work independently with minimal supervision.
  • Bachelor's degreeor equivalent related experience.
  • Must be able to clear a federal background investigation - Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
