THE POSITION

Are your analytical and management skills top notch? The Pennsylvania Insurance Department is seeking an innovative and ambitions individual for the position of Insurance Claims Manager. In this critical leadership role, the incumbent will serve as Division Chief for the Underground Storage Tank Indemnification Fund (USTIF), administered by the PA Insurance Department as the primary, and often the only funding available to address contamination from underground storage tank systems. DESCRIPTION OF WORK

The Claims Manager position requires an understanding of the USTIF eligibility requirements, information that must be collected for claim approval, as well as procedures for challenging denial of coverage. Work involves managing internal claim evaluators, outside law firms, and oversight of claim administration provided by a consulting firm. USTIF's stakeholders include board members, distributors, tank owners, tank operators, certified tank individuals, the PA Department of Environmental Protection, and geologists. This position serves as the USTIF's area expert on claims handling procedures, develops and recommends claims handling policies, provides procedural interpretation of applicable regulations, and implements appropriate claim programs and projects. You will be expected to ensure all actions relating to claims handling are conducted in a timely and professional manner. You will have the opportunity to supervise Investigators/Claims Evaluators, support staff and contractors of the USTIF.

Other duties to include but not limited to:

  • Overseeing the development and maintenance of a claims and procedures manual
  • Overseeing the competitive bidding activities undertaken by the TPA and USTIF personnel
  • Coordinating research, both internally and with outside counsel and experts
  • Advising the Bureau Director of policy or precedent setting issues as appropriate

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, two days per week in office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years as an Insurance Claims Evaluator 2; or
  • Five years of professional experience in the evaluation and payment of claims in multiple lines of insurance and a bachelor's degree; or
  • An equivalent combination of experience and training.
