Pay Range

$124,200 - $188,880 Annually

$124,200 - $157,464 Annually for the TSS.2 level

$148,920 - $188,880 Annually for the TSS.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have multiple openings for Project Controls Specialists/Senior Project Controls Specialists to support the Strategic Deterrence Project Controls organization. You will be responsible for the development, implementation and maintenance of both schedule and cost earned value data, including data analysis and preparation of routine and specialized reports. You will be responsible for leading and contributing to the development of future and current project controls guidance, work processes, tools, and procedures included in the project controls system. These positions will programmatically support various projects and programs in Strategic Deterrence Project Controls organization and will report administratively to the National Security Engineering Division (NSED) within the Engineering Directorate.

These positions will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

You will

  • Coordinate with project teams to define activities, activity durations, resource requirements, and time-phased logic to complete project scope.
  • Interface with designated Control Account Manager or project managers for planning and schedule Gantts/earned value presentations, including participating in project meetings, collecting and monitoring progress data, coordinating the development of monthly forecast budgets, and revising project plans through change control process.
  • Contribute toschedule and budget input related to project change requests, applying and in accordance with LLNL institutional change control policy and procedures.
  • Perform and prepare basic and intermediate level reports, analyses, reviews, and documentation of program performance measurement and cost variances according to established process, procedures, and monthly business rhythm.
  • Validate and ensurethe accuracy of moderately complex program reporting deliverables, including performance data supporting sponsor reporting requirements.
  • Assist in preparing and generating graphic presentations and information summarizing cost, schedule, and earned value data for meetings and reporting.
  • Contribute to the continuous improvement of project controls work processes, tools, and procedures.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.3 level

  • Perform, maintain, review, advise, and supervise the production of complex analyses of cost/schedule/earned value data for multiple concurrent projects using advanced level knowledge of quantitative methods and concepts.
  • Develop, review, advise, and supervise the set-up and implementation of project controls systems and reports, applying knowledge and experience to provide training and mentoring to entry level staff on processes for developing data, earned value management tools and concepts, and other project controls specific practices.
  • Plan and implement actions requiring collaboration with multiple disciplines.
  • Use statistical tools to analyze metrics, evaluate results, and recommend conclusions for project team consideration, while ensuring the integrity of project controls data and compliance with processes, procedures and sponsor requirements.
  • May be designated as a working supervisor for a group of exempt employees.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's Degree in relevant technical discipline or equivalent combination of education and related experience.
  • Comprehensive knowledge, intermediate level project controls technical skills, and broad experience in project management/project controls, such as Earned Value Management Systems (EVMS) and project scope, budget, cost estimating, planning and scheduling.
  • Comprehensive knowledge and skills, and broad experience using various project controls tools (e.g., Primavera P6, MS Project, Cobra, Deltek Acumen) and Microsoft Office tools, especially MS Excel.
  • Demonstrated ability to independently and effectively clarify issues, analyze concerns, implement sound decisions, and resolve moderately complex problems.
  • Ability to follow and make decisions within area of responsibility in accordance with established work processes and procedures.
  • Proficient verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information.
  • Proficient interpersonal skills to establish and maintain productive working relationships with a broad cross-section of management, technical, scientific, and administrative personnel.

Additional qualifications at the TSS.3

  • Advanced level knowledge and significant experience in project management/project controls, such as Earned Value Management Systems (EVMS) and project scope, budget, cost estimating, planning and scheduling.
  • Advanced level knowledge of and significant hands-on experience using project controls tools, such as Primavera P6.
  • Significant experience interpretating, developing, implementing, and applying project controls work processes, tools, and procedures.
  • Significant experience performing complex statistical analysis, schedule monitoring, and operations to create, disseminate, and present detailed and complicated financial information to various audiences.
  • Demonstrated ability to partner effectively with multi-disciplined team members and perform work on multiple projects simultaneously.
  • Demonstrated ability to successfully lead teams and provide on-the-job training and mentoring of technical and non-technical personnel.

Qualifications We Desire

  • Project Management Professional (PMP) certification.
  • Graduate level courses or certifications in project management or project controls topics.
