HUMINT COLLECTION MANAGER
Location: Wright-Patterson Air Force Base, OH | Type: Full-Time | Clearance: TS/SCI + CI Poly

Overview
DarkStar Intelligence is seeking an experienced HUMINT Collection Manager to support a federal government client. The Collection Manager will ensure that HUMINT operations are properly tasked, synchronized, and aligned with national and theater-level intelligence priorities, driving actionable collection in support of mission objectives.

Key Responsibilities
  • Demonstrated experience with all HUMINT Collection Management publications, regulations, and operating instructions.
  • Apply HUMINT Collection guidance in accordance with applicable DoD and Air Force policies and directives.
  • Demonstrated familiarity with the GXA Squadron SOP and GSG.
  • Format, review, quality control, and publish/release Information Intelligence Reports (IIRs), ensuring adherence to policies and thresholds; conduct post-publication reviews and annual IIR reconciliation.
  • Serve as a collection requirements tasking authority for ongoing and potential collection operations.
  • Task Intelligence Community Requirements (ICRs) via CHROME or other tasking/reporting systems, and perform CHROME troubleshooting.
  • Advocate for and prioritize collection focus areas.
  • Process, prioritize, coordinate, and task collection requirements while maintaining metrics of activity and performance.
  • Review past reporting to assess collection effectiveness and develop future collection strategies.
  • Produce or track Collection Emphasis Messages (CEMs) and ensure reporting alignment with CEM guidance.
Minimum Qualifications
  • Clearance: Active TS/SCI with CI Polygraph
  • Bachelor's degree
  • 3+ years of relevant Intelligence Community experience
  • Demonstrated advanced knowledge of HUMINT and collection management processes
  • Experience using systems and databases within the Defense HUMINT Enterprise
Desired Qualifications
  • Intelligence Community-recognized collection management certification, formal training, and experience
  • Completion of one or more of the following courses:
    • Collection Management Basic Course (CMBC)
    • Collection Management Intermediate Course (CMIC)
    • Collection Management Leaders Course (CMLC)
    • Intelligence Collection Management Course (ICMC)
    • Defense HUMINT Collection Management Course (DHCMC)
Compensation & Benefits
Salary Range: $100,000 - $107,000 annually. Final compensation will be based on experience, qualifications, internal equity, and market data. DarkStar provides a competitive and comprehensive benefits package designed to support the well-being and long-term success of our full-time employees.
