SALARY $132,193.98 POSITION SUMMARY Plans, supervises and coordinates the functions and staff involved with payroll operations. Qualifications
PRIMARY RESPONSIBILITIES * Plans, supervises and coordinates the procedures, processes and programs employed in controlling the preparation, documentation and disbursement of payroll checks. * Supervises and coordinates the programs, procedures and activities involved in the payroll deduction processes mandated by operation of law such as taxes, medicare, liens, judgements, court orders, etc. * Supervises and coordinates the programs, procedures and activities involved in the payroll deduction processes authorized by Authority policy such as pension, health and life insurance, credit union, deferred compensation, charitable contributions, etc., and programs and procedures such as vacation buy back and direct deposit. * Coordinates, develops and monitors the activities of personnel engaged in the review of personnel status records to determine correct rates of pay and changes of pay due to union agreements, promotions, demotions, step programs, leave of absence, etc. * Supervises the activities involved in the preparation and maintenance of payroll documentation and reporting to employees, Authority management, governmental and various external agencies. * Works in liaison with Management Information Systems and Position Control System personnel to insure the accurate and efficient processing of payroll data and in the ongoing development and maintenance of the payroll system. * Maintains a comprehensive, up to date knowledge of applicable bargained for contractual wage agreements, the Fair Labor Standards Act and any and all other regulations, legislation, Authority policy, etc., affecting any phase of payroll operations. * Evaluates and monitors the performance of staff personnel for compliance with Authority programs and policies and attainment of goals and objectives. Assigns work to employees, assures appropriate training in work procedures and reviews completed work for conformance to stipulated programs and procedures. * Meets with internal and external attorneys, government agents, etc., regarding matters affecting payroll operations such as taxes, judgements, liens, etc., determines validity of action if required, initiates appropriate payroll related activity, and participates in and serves as a member of planning/steering committees, task forces, and is called upon to offer testimony in a court of law regarding payroll matters. * Assists in sectional budget preparation and perform a variety of related duties, including recommendations for changes in personnel status such as promotions, demotions, transfers, discharges, salary adjustments, etc. to the GM. * Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval. * Performs related duties as assigned. MANAGEMENT RESPONSIBILITIES Reporting to this position are the following jobs: Job Title * Senior Coordinator, Payroll Accounting * Coordinator, Payroll Control CHALLENGES * EDUCATION/EXPERIENCE REQUIREMENTS * Bachelor's Degree in Accounting, Business, Finance, or a combination of education and experience relative to this position. * 2 years supervisory experience in payroll accounting operations. PHYSICAL REQUIREMENTS * Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery. * Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA. KNOWLEDGE, SKILLS, AND ABILITIES * Comprehensive knowledge of current payroll accounting principles, practices and procedures, Authority payroll operations including policy, procedure, and forms, reporting requirements and appropriate computer hardware and software applications. * Knowledge of union contractual provisions affecting pay and benefits and exempt employee policy, plans and programs affecting compensation and benefits. * Comprehensive knowledge of applicable governmental regulatory pay provisions such as described in the Fair Labor Standards Act and deduction provision mandated by operation of law and provisions regulated by Authority policy. * Detailed understanding of the functions, requirements and operations of Management Information Systems and the Position Control System in relationship to Payroll Accounting's interface. WORKING CONDITIONS * Usual office working conditions. * This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.
