Job Summary

The Program Director is responsible for defining, optimizing, and standardizing staffing workflows across the enterprise. This role ensures that the Bullhorn ecosystem reflects industry-leading operational processes that enhance recruiter effectiveness, strengthen compliance, improve speed-to-fill, elevate data quality, and drive overall operational efficiency.

The Program Director partners closely with Operations leaders to identify business priorities, establish best-practice methodologies, and document target-state workflows. The role then collaborates with the Product organization to translate these best practices into scalable system capabilities-overseeing the end-to-end process to ensure they are designed, built, tested, deployed, and supported with consistency, quality, and adoption across the organization.



Your Role & Responsibilities

  • Partner with Operations leadership to identify performance gaps, workflow inconsistencies, and improvement opportunities.
  • Co-create prioritized roadmap of operational best practices aligned to business KPIs.
  • Facilitate workshops to translate field needs into standardized processes and staffing-industry benchmarks.
  • Ensure operational goals drive Bullhorn configuration, data structures, automation rules, and workflow design.
  • Work with Product Managers to convert best practices into clear requirements for system functionality.
  • Collaborate with Product Design to ensure workflows follow intuitive UX patterns and reflect the defined best practices.
  • Partner with Engineering on solution architecture, feasibility, and alignment with enterprise platforms.
  • Participate in testing cycles (UAT / regression) to validate that delivered capabilities support the intended process.
  • Align with Release Management to ensure effective deployment, communication, training, and post-launch support.


  • Provide ongoing feedback to Product teams on production adoption, defects, enhancements, and usability.
  • Build and maintain the Bullhorn Best Practice Framework covering workflows, data quality rules, automations, compliance steps, role-based configurations, and KPIs.
  • Benchmark processes and performance against top staffing firms and Bullhorn-recommended operating models.
  • Establish governance mechanisms to ensure any change to processes or systems remains aligned with enterprise standards.
  • Lead enterprise-wide adoption of standardized workflows across brands and business units.
  • Partner with Learning & Development to produce training content, playbooks, reference guides, and communication materials.
  • Drive clarity and consistency around recruiter workflows, sales processes, job order handling, onboarding tasks, and compliance checkpoints.
  • Define KPIs and dashboards to measure adherence to best practices and benchmark performance.
  • Analyze operational data to identify areas that lag standards and recommend corrective actions.
  • Work with Data & Analytics to ensure measurement is accurate, timely, and accessible to leaders.



Preferred Education & Experience

  • Bachelor's degree or 5 or more years related experience



Competencies (Skills & Knowledge You'll Bring)

  • Deep expertise in staffing operations with strong familiarity of Bullhorn ATS/CRM, Middle Office, automations, and associated system integrations
  • Proven ability to drive operational transformation and process standardization across large, distributed teams.
  • Strong partnership experience with Product and Technology teams, including translating operational requirements into system capabilities.
  • Excellent communication, presentation, and facilitation skills with the ability to engage both field operators and technical stakeholders.
  • Demonstrated experience leading change management initiatives and driving enterprise-wide adoption of standardized processes.
  • Strong analytical skills with the ability to interpret performance data, benchmark processes, and convert insights into actionable recommendations.



The anticipated annual base salary for this position in the US is $150,000 to $180,000. This range does not include any other compensation components or other benefits that an individual may be eligible for. The actual base salary offered depends on a variety of factors, which may include as applicable, the qualifications of the individual applicant for the position, years of relevant experience, specific and unique skills, level of education attained, certifications or other professional licenses held, and the location in which the applicant lives and/or from which they will be performing the job.
