Description
The Compliance Officer oversees Langley's Compliance Management Program within the broader Compliance Management System, ensuring adherence to applicable consumer protection laws and regulatory requirements. They provide authoritative guidance to business units, monitor and interpret regulatory developments, and drive the implementation and maintenance of compliance frameworks that support operational integrity, risk management, and member trust. The Compliance Officer exercises independent judgment in identifying, escalating, and addressing compliance risk, and partners with leadership across the organization to foster a culture of compliance, accountability, and ethical conduct by translating complex regulatory requirements into clear, actionable guidance. Essential Functions, Duties, and Responsibilities: Compliance Oversight and Advisory
- Oversees Langley's Compliance Management System and Compliance Management Program, ensuring alignment with strategic objectives, regulatory expectations, and risk profile.
- Monitors, interprets, and assesses the impact of emerging laws, regulations, and industry risks; communicates implications, risk exposure, and required actions to senior leadership and business units.
- Provides authoritative guidance and effective challenge on consumer compliance risks, ensuring issues are identified, escalated, and mitigated appropriately.
- Reviews and advises on new and existing products, services, policies, procedures, and member-facing materials to ensure compliance with applicable laws and regulations.
- Leads compliance assessments and evaluates control effectiveness, recommending enhancements to strengthen compliance outcomes and risk management practices.
Policy and Governance Support
- Oversees enterprise policy governance, ensuring policies and procedures are current, clearly articulated, and aligned with regulatory requirements and operational practices.
- Partners with Legal, Risk, and business leaders to embed compliance considerations into initiatives, contracts, and operational decision-making.
- Drives compliance education and awareness efforts to ensure understanding of regulatory obligations and promote consistent, sound compliance practices across the organization.
Regulatory and Exam Management
- Serves as compliance liaison for auditors and regulators during examinations, inquiries, and complaint reviews.
- Leads coordination of compliance-related examination responses, findings, corrective actions, and issue resolutions.
- Ensures appropriate documentation, reporting, and governance practices are in place to demonstrate compliance readiness and transparency.
Insurance, CUSO, and Licensing Governance Oversight
- Oversees Langley's insurance program, including coverage strategy, renewals, claims administration, and regulatory compliance.
- Provides governance oversight for Langley's CUSO subsidiaries, supporting CUSO Boards through maintenance of governing documents, agreements, and compliance-related records.
- Ensures appropriate business registrations, licenses, permits, and filings are maintained in compliance with federal, state, and local requirements.
Cross-Functional Partnership
- Collaborates with Legal, Risk, and other business stakeholders to align compliance, insurance, and governance activities.
- Promotes a culture of compliance and ethical conduct through proactive communication and partnership across departments.
Qualifications:
- Bachelor's degree in business, finance, law or a related field, or an equivalent combination of relevant education and experience required.
- Minimum of four (4) years of experience in compliance, risk management, and/or legal functions in a financial services environment required; five (5) or more years preferred.
- Demonstrated knowledge of federal consumer protection laws, regulatory frameworks, and compliance management systems required.
- Juris Doctor (JD), master's degree, or comparable advanced education preferred.
- Certified Credit Union Compliance Officer (CUCO) or comparable professional certification preferred.
