Subject Matter Expert - NFACT

Position Summary:

The Subject Matter Expert (SME) is our leading expert in the field of the Navy Mobility Fuels team's fuel database know is the Navy Fuels Analysis & Characterization Tool (NFACT) and is responsible for technical and data management development. In addition, the SME must also be knowledgeable in the data requirements of the U.S. Navy's mobility fuels program to ensure that NFACT will meet the Fleet's fuel knowledgebase needs. The SME is responsible for keeping informed, educated and trained on innovations and developing new NFACT database innovation and programming.

Clearance Requirements:

  • Candidate must have, or be eligible to obtain, a DoD Secret Level Clearance


Essential Functions and Responsibilities:

Responsible for successful implementation of client engagements by:

  • Participating in Mobility Fuels bi-weekly meetings
  • Providing NFACT data inputs, story boards, and dashboard screen development advice and requirements
  • Facilitating meetings between NAVAIR customers and the contractor software development team
  • Developing reports and software inputs using programming tools


Providing support to the LCE Mobility Fuels team including:

  • 100% utilization, typically on one project, but could be spread over more than one
  • Promote the LCE Brand, domain expertise, reputation, and credibility through publications, workshops, speaking engagements, etc.
  • Continuous innovation to keep LCE a leader in field of Naval Fuels NFACT development
  • Support LCE Mobility Fuels projects by preparing work scopes, estimates, mobilizing small - medium size projects and monitoring activities and budgets


Required Education, Skills, and Experience:

  • A bachelor's degree in chemical engineering from an accredited university or equivalent work experience
  • 7 to 10 years of experience in Navy energy, fuels and lubricants
  • Possess comprehensive understanding of Navy's Mobility Fuels Program and the Naval specification for JP-5 and F-76
  • Ability to work as a team player or team leader and demonstrate personal initiative to complete the work of the team as a whole within rapidly changing business and contract conditions and priorities; must be able to manage to, and meet, tight deadlines
  • Strong decision-making ability while handling a high volume of work with accuracy and efficiency
  • Proficiency with programming and database languages including Python and SQL


Physical Demands and Expectations:

  • Regular physical activity including walking, climbing stairs, and standing; frequent periods of prolonged sitting may be required in both an industrial and office
  • Ability to use phone and computer systems, copier, fax, scanner and other office equipment
