Job Responsibilities:

Job Summary

Act as liaison between court personnel, Mental Health Institutes (MHIs), DOC, the Wisconsin Department of Health Services (DHS), and all contracted service providers (WFU, BCI, WRC, Sand Ridge Secure Treatment Center (SRSTC), and the SR and CR case management providers). Serve as a resource to coordinate problem solving regarding system issues as they relate to Wis.Stat.ch. 971 and 980 process and commitments. Provide tracking, data collection and analysis to identify system issues and work with partners on resolutions.

Essential Duties and Responsibilities



  • Provide education and consultation to court personnel, MHIs, DOC and the DHS contracted service providers regarding forensic and civil process, the use of related forms and assist to resolve issues that may arise.
  • Maintain tracking sheets for Competency Examinations, Commitments for Treatment to Competency, NGI Pleas, CR Petitions, 980 and SR commitments and petitions.
  • Maintain tracking sheets and resources on SharePoint.
  • Monitor orders for competency examination, via the WFU tracking sheet and assist with resolving issues that may arise.
  • Monitor the Mental Health Institution Admissions List and serve as a resource, as needed, in assisting with admissions and/or transfers to the MHIs.
  • Monitor progress reports on individuals who are committed for competency treatment, add individuals to the Cases Waiting tracking sheet when appropriate, and work with court personnel to set a hearing within the statutory timeframe.
  • Request and confirm return to court transportation orders with the DA's office and assist to resolve issues that may arise.
  • Monitor petitions for CR and serve as a resource as needed in assisting with adherence to the statutory timeframes that apply.
  • Monitor petitions for SR and serve as a resource as needed in assisting with adherence to the statutory timeframes that apply.
  • Build and nurture positive working relationships with funders and program partners.
  • Support program efforts to partner with DHS to use data for CST diversion initiatives.
  • Communicate with MHIs, DOC, and the DHS contracted providers all information, and issues regarding cases/individuals being tracked.
  • Participate in the interview process for new program staff.
  • Serve as a lead trainer and mentor for new program staff.
  • Serve as a positive role model for all staff, acting as a resource and providing support as needed.
  • Work with the Program Manager to develop/enhance program quality assurance tools and assist with QA.
  • Support the Program Manager with data analysis and preparing proposals for system enhancements.
  • Process DHS requests for data within the specified timeframe.
  • Obtain approval from DHS for data requests made by partners or other entities and process the request within the specified timeframe.
  • Comply with DHS reporting requirements.
  • Participate in trainings as required by WCS and DHS.
  • Participate in meetings including but not limited to: Admission Team Meeting, CLS Team Meeting, Community Justice Council Meeting(s), Dane Co Forensic System Team Meeting, Milwaukee Jail & Huber Meeting.
  • Facilitate meetings in the absence of the Program Manager.
  • Assist with coordinating and/or presenting training activities as needed.
  • Other job-related duties may be necessary to carry out the responsibilities of the position.

Job Qualifications:





  • Required Qualifications



    • Bachelor's Degree in related field
    • Knowledge of the criminal justice, forensic, and civil commitment process preferred.



    Knowledge, Skills and Abilities



    • Knowledge of criminal justice system and forensic commitment statutes 971.14(2), 971.14(5) and 971.17 as well as civil commitments under Chapter 980
    • Ability to analyze multiple data points, identifying trends and process/system issues
    • Excellent verbal and written communication skills
    • Strong interpersonal skills; excellent customer service skills
    • Flexible
    • Solid computer skills to include CCAP, Microsoft Word, Excel, SharePoint, TEAMS and ZOOM
    • Highly organized with ability to multi-task and prioritize
    • Ability to work independently
    • Must have the ability to network and coordinate large system issues.

  • PHYSICAL DEMANDS:

    List whether the employee is regularly required to stand, sit, reach, stoop, bend and walk.

    Ability to perform computer work for long periods of time.

    WORK ENVIRONMENT:

    Indicate whether the position is exposed to loud noises or will be working in an office v. outdoors environment.



    • Work is performed in a remote location setting, as defined by the program, and this status could change at any time at the discretion of the agency.
    • Typical work week: Monday-Friday 8:00-4:30, although some flexibility is necessary.
