Primary Purpose of Organizational Unit
The Office of Emergency Management and Planning is responsible for developing, implementing, and maintaining disaster planning and preparedness for the University performed within the five mission areas of emergency management (prevention, protection, mitigation, response, and recovery) to provide for the safety and well-being of all university stakeholders. This includes comprehensive planning, training, and exercise programs aimed to enhance the university's ability to manage large-scale and/or multi-agency incidents or events that affect the UNC campus.
Position Summary
Beyond core administrative functions, the Emergency Management Program Associate carries ongoing responsibility for program coordination, compliance support, and sustained operational readiness for the Emergency Management and Planning (EM&P) Department. The role contributes to the development, review, coordination, and maintenance of University Emergency Management plans, standard operating procedures, business continuity documentation, and after-action reports to ensure alignment with UNC policies, state and federal guidance, and recognized emergency management best practices. The position serves as the primary coordinator for departmental document management systems, maintaining authoritative electronic and hard-copy records to ensure accuracy, version control, regulatory compliance, and readiness for audits or emergency activations.

The position actively participates and maintains comprehensive emergency coordination and preparedness records for EM&P, including contact information for designated University officials, ListServ distribution lists, assigned emergency roles, and required training credentials. Responsibilities include independently verifying data accuracy, identifying gaps in documentation or training compliance, and coordinating updates with campus partners to support effective emergency communication and coordination. The role also supports the department's training and exercise program by contributing to the development and maintenance of training procedures, exercise documentation, participant materials, and post-exercise records, coordinating schedules, and ensuring documentation is complete and readily available to support continuous improvement in campus preparedness.
Minimum Education and Experience Requirements
Bachelor's degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Management Preferences
In addition to demonstrating organization and administrative skills, the ideal candidate will possess the following preferred skills:
* Experience supporting emergency management, preparedness, public safety, public health, or related programs within a university or public-sector setting.
* Working knowledge of emergency management concepts, including planning, training, and coordination activities; experience assisting with emergency plans, exercises, or training documentation.
* Demonstrated ability to maintain contact lists, training records, and compliance data; manage electronic documents; and coordinate with diverse internal and external stakeholders.
* FEMA coursework or related education in emergency management or public administration is preferred.
Required Licenses/Certifications
Special Physical/Mental Requirements
* This position requires the ability to function effectively in high stress, time-sensitive emergency situations that may involve safety, property and operational impacts to the University community. During emergencies - such as natural, technological or human caused, the incumbent must be able to remain calm, focused, and decisive while supporting response coordination and continuity of operations.
* Mental and emotional demands may include sustained concentration, rapid decision-making with incomplete information, exposure to information regarding distressing situations and frequent interaction with campus emergency officials and others experiencing heightened emotional distress. The role may require extended work hours, and the ability to report to work during nights, weekends and/or holidays for major incidents or events.
* Physical demands may include prolonged periods of sitting, standing, walking, the ability to access emergency operations centers or other designated emergency coordination facilities on campus; operating standard office and communications equipment; and participating in emergency exercises and real-world emergency coordination activities.
* Occasional lifting/pushing/pulling/moving objects up to 20 lbs.
