The U.S. Department of Commerce's National Institute of Standards and Technology (NIST) has awarded $15 million to establish the Advancing Standardization in Critical and Emerging Technologies (ASCET) Center of Excellence (CoE) supporting U.S. engagement in international standardization for Critical and Emerging Technologies (CETs). Led by ASTM International, ASCET will drive collaboration between industry, government, and academia to accelerate CET standardization, aligning with the U.S. Standards Strategy.

The Marketing and Communications Manager will be responsible for ASCET's communications efforts with stakeholder ecosystems across each CET, with emphasis on engaging industry, government, academia, SDOs, and media organizations. This role expands ASCET's reach and impact by developing messaging, managing dissemination channels, and packaging ASCET outputs for technical and executive audiences. This role does not own partnership development; it enables the Industry Engagement function by providing communications assets, campaigns, and dissemination support. The ideal candidate has a strong background in communications; B2B, B2G, and B2X marketing strategies and tactics; stakeholder communications and external dissemination within technical or public-private partnership environments within the technical, government, academic, or standardization sectors.

Key Responsibilities:

Communications Strategy Management:

  • Develop, implement, manage, and track key performance indicators of the portfolio of communications strategies, tactical approaches, endeavors, networks, and relationships for the stakeholder ecosystems each CET;
  • Own and manage an ASCET-wide editorial calendar tied to quarterly deliverables (e.g., environmental scans, briefs, convening outputs) and maintain on-time publication cadence.
  • Serve as ASCET's 'single source of truth' for external messaging and brand standards across channels (website, templates, decks, FAQs/glossary).
  • Coordinate internal reviews/approvals for external collateral in alignment with NIST/ASTM expectations.
  • Compose, design, and disseminate ASCET progress reports, workshop briefs, industry insights, white papers, and the corresponding templates for each CET;
  • Coordinate communications strategy, tactics, endeavors, and specific messaging among ASCET staff, and ASTM and NIST stakeholders;
  • Compose, design, and disseminate the content and messaging on ASCET's website and within ASCET's various social media platforms;
  • Operate as the arbiter of each ASCET CET's glossary of terms, FAQs, and slide decks to promote consistent messaging;
  • Build and maintain dissemination channels (newsletters, media, webinars, stakeholder distribution lists) and ensuring ASCET outputs are packaged for broad adoption.
  • Organize events, webinars, and workshops to share best practices and lessons learned from ASCET's activities.

Marketing Strategy Initiatives:

  • Develop marketing strategies to promote and accelerate ASCET's prominence within key stakeholder communities, including media;
  • Emphasize the role of standards and ASCET's leadership in the ecosystem in securing national interests and global influence in standardization;
  • Direct the participation of ASCET staff in and lead the production of media for external dissemination and consumption, including leveraging podcasts, social media, and briefing kits to reach technical and executive audiences;
  • Elevate the importance of pre-standardization and standardization efforts within key stakeholder groups, such as small-to-medium sized enterprises (SMEs).

Minimum Qualifications

  • Bachelor's degree in Communications, Marketing, Media Relations, Business Administration, or a related field (Master's degree preferred).
  • Minimum of 5-7 years of experience in corporate or non-profit communications and B2B/B2G/B2X marketing, including content development and dissemination within technical or public-private partnership environments.
  • Experience working in standardization, technical industries, or nonprofit sectors is a plus.
  • Excellent networking and relationship-building skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple projects and prioritize tasks in a fast-paced environment.
  • Proficiency in CRM systems, Microsoft Office Suite, and digital communication tools.
  • Strategic thinking with the ability to identify opportunities and execute growth initiatives.

Preferred Qualifications

  • Experience in standards and standardization with organizations, such as ASTM, ISO, or other standards setting organizations.
  • Extensive background in marketing and communications associated with public-private partnerships.
  • Strong strategic thinking and decision-making capabilities.
  • Experience working with CETs and related ecosystems.
