MOU Implementation Plan and G2G Advisor
MOU Implementation Plan and G2G Advisor will provide expertise to guide the development of the of the United States Government and Government of Lesotho bilateral Health MOU and the related G2G mechanism for Lesotho.
The MOU Implementation Plan and G2G Advisor provides strategic, technical, and operational leadership to support the transition and management of U.S. Government health foreign assistance to be delivered directly through partner government systems in Lesotho. The Advisor supports the Department of State Foreign Assistance Office, playing a critical role in implementing the America First Global Health Strategy through finalizing the MOU Implementation plan and establishing a Department of State G2G mechanism.
The advisor's initial period of performance from March 2026- April 2026 of 30 days will focus on two core, overlapping workstreams: (1) MOU Implementation Plan development and (2) the establishment of a Department of State government-to-government (G2G) award:
Primary Duties and Responsibilities:
(1)MOU Implementation Plan Development
Strategic Planning and Policy Alignment
*Rapidly synthesize and refine content to finalize Lesotho's draft MOU Implementation Plan.
*Engage subject matter experts to flesh out, refine, and finalize the content of the MOU Implementation Plan.
*Provide expertise in the development of outcome and performance-based metrics for each section of the MOU Implementation Plan, which will become part of the foundation for G2G mechanism development.
*Translate U.S. foreign assistance policy, including G2G priorities, into operational approaches across MOU implementation areas.
*Support strategic planning for the phased transition of funding in health assistance from implementers to direct G2G mechanisms.
(2)Establishment of a Department of State Government-to-Government Award
G2G Program Design and Agreement Development
*Lead the design of G2G agreement(s), including scope, performance metrics, risk mitigation strategies, and sustainability considerations.
*Working with the GHSD G2G team and the Pretoria Financial Management Hub, inform and support the G2G risk assessment process.
*Ensure G2G programs are technically sound, fiscally responsible, and aligned with host government health strategies and systems.
*Support integration and coherence across disease-specific programs to maximize impact and reduce fragmentation under G2G modalities.
Risk Management, Compliance, and Accountability
*Identify, assess, and mitigate fiduciary, programmatic, and operational risks associated with direct G2G assistance.
*Advise on compliance with U.S. Government regulations, policies, and reporting requirements related to foreign assistance and G2G agreements.
*Support the development and monitoring of performance indicators, financial controls, and accountability mechanisms for G2G programs.
Required Qualifications:
Knowledge Level Required: The Advisor must be able to exercise broad knowledge of USG laws and policies related to foreign assistance, G2G mechanisms, and related risk mitigation strategies.
Level and Purpose of Contacts: Maintain professional and effective working and senior level contacts with internal and external stakeholders including USG and Government of Lesotho officials.
Education: A master's or doctoral level graduate degree or equivalent level in law, sciences, public policy, public health, or public administration.
Professional Experience: The Advisor is required to have a minimum of ten years of experience performing legal analysis, policy analysis and/or G2G implementation. Experience with US government health programming for a minimum of ten years is desirable. A strong working knowledge of US government policies and programming and Lesotho government policies and laws is required.
The Advisor must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the local government, USG, and other relevant actors.
Travel Requirements: The employee must be available and able to travel within Lesotho, and regionally. Travel to Lesotho may represent 50 percent of the total work time while travel within Lesotho may represent up to 10 percent of total work time.
Location: Regional or Lesotho-based (with ability to travel to Lesotho up to 50 percent)
Supervisory Relationship: This position will report to the Foreign Assistance Leadership Team.
Supervision Exercised: None.
