MOU Implementation HRH and Health System Advisor

MOU Implementation Human Resources for Health (HRH) and Health System Advisor will provide expertise to guide implementation of the bilateral Health MOU in Lesotho.

Primary Duties and Responsibilities:

The MOU Implementation HRH and Health System Advisor provides strategic, technical, and operational leadership to support the transition and management of U.S. Government health foreign assistance delivered directly through partner government systems in Lesotho. The Advisor supports the joint Government of Lesotho - U.S. Government Transition Management Unit (TMU), leading the Human Resources for Health (HRH) transition workstream and supporting other health system areas as required.

The Advisor plays a critical role in implementing the America First Global Health Strategy primarily by guiding the transition of frontline healthcare worker support from a direct international implementer service delivery model to one directly managed and funded by the Government of Lesotho.

Core HRH TMU Workstreams

*Lead the development, implementation, and monitoring of HRH and health systems strengthening sections of the MOU Implementation Plan
*Workforce Transition & Sustainability: Lead the development of national transition plans, position absorption, and financing strategies to transition frontline healthcare workers from international implementers to government-to-government (G2G) and domestic institutions.
*Efficiency Analysis:
oUsing available data sources, such as iHRIS, PEPFAR HRH Inventory, implementer data sets, and site level indicator reporting, collate and triangulate data streams to produce workload and efficiency analyses across cadres, geographic areas, and sites for current frontline healthcare workers to inform Government of Lesotho decisions on positions and functions to transition to domestic management and financing.
oIf needed, guide on the development and implementation of contract-based support to augment the in-house Efficiency Analysis.
*HRH Data Governance: Support the strengthening and utilization of HR-related information systems, such as iHRIS (HRIS).
*Health Financing & Advocacy: Support the TMU in advocating for domestic resource mobilization and financial modeling for the health workforce in support of MOU implementation.
*Prepare technical reports, briefing materials, and presentations for the TMU, the Joint Health Steering Committee (JHSC) and other stakeholders

TMU Health System Support: on an as-needed basis as identified by TMU and U.S. Foreign Assistance leadership, provide technical backstopping and support to other health system areas, such as, but not limited to,

*Development, implementation and oversight of G2G mechanism(s), focused on HRH transition.
*Overall health systems strengthening support, including enhancing the functioning of Lesotho Medicines Regulatory Authority.
*Collaborations with trusted U.S. and non-U.S. companies on supply chain, digital health, and digital diagnostic innovations.

Required Qualifications:

Knowledge Level Required: The Advisor must be able to exercise broad knowledge of USG laws and policies related to foreign assistance, G2G mechanisms, and related risk mitigation strategies. The Advisor must have in-depth knowledge of Lesotho's HRH systems, polices, and regulations.

Level and Purpose of Contacts: Maintain professional and effective working and senior level contacts with internal and external stakeholders including USG and Government of Lesotho officials.

Travel Requirements: The employee must be available and able to travel within Lesotho, and regionally. Travel may represent up to 10% of total work time.

Education: A master's or doctoral level graduate degree or equivalent level in law, public policy, public health or public administration.

Professional Experience: The Advisor is required to have a minimum of ten years of experience implementing health system strengthening activities in Lesotho. Experience with US government health programming for a minimum of ten years is desirable. A strong working knowledge of US government policies and programming and Lesotho government policies and laws is required.

The Advisor must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the local government, USG, and other relevant actors.

Supervisory Relationship: This position will report to the Foreign Assistance Leadership Team, while engaging day-to-day with TMU leadership structures.

Supervision Exercised: None.
