Purpose:

The Owner's Representative Field Engineer will act on behalf of the Owner to provide technical oversight and field support for a major pipe rack project with extensive heavy structural steel and piping scope, executed through a combination of modular and stick-built construction. This role focuses on contractor oversight, quality and safety verification, and ensuring that work is executed in alignment with Owner requirements, project specifications, and industry standards.

This is an onsite position in Lake Charles, Louisiana with an anticipated project duration of 6-12 months and potential to extend. Per diem may be offered based on candidate eligibility.

Opportunity

  • Develop strong field and project skills working closely with experienced construction, engineering, and project management personnel.
  • Directly influence safety, quality, and cost outcomes for a major capital project.

Responsibilities:

Owner's Representative & Contractor Oversight

  • Serve as the primary field engineering contact for the Owner, interfacing daily with general contractors, subcontractors, and inspectors.
  • Monitor contractor execution of heavy structural steel erection, modular pipe rack setting, and field-run piping installation for conformance with contract documents.
  • Participate in daily/weekly coordination meetings, review contractor plans, and challenge assumptions to protect Owner cost, schedule, and quality objectives.
  • Support the project team in managing change, including identification of potential change events, validation of contractor justifications, and field verification of quantities and impacts.

Modular Execution & Field Integration

  • Oversee contractor planning and execution of modular pipe rack fabrication, transport, and setting, ensuring compliance with Owner expectations.
  • Review and comment on module drawings, interface details, lifting plans, rigging studies, and transportation plans from an Owner perspective.
  • Verify foundation readiness, access routes, laydown/staging areas, and interface points ahead of module deliveries and setting.
  • Support fit-up verification between modules and stick-built steel/piping, including dimensional checks, elevation and alignment control, and resolution of field mismatches.

Technical & Engineering Interface

  • Interpret IFC drawings, specifications, P&IDs, isometrics, and structural details and confirm that contractor work aligns with design intent.
  • Identify and document field issues, prepare RFIs when design clarification is needed, and coordinate resolution with the engineering team on behalf of the Owner.
  • Provide constructability feedback to the project team and engineering based on field observations, with emphasis on modular interfaces, erection sequencing, and piping congestion.

Quality Assurance & Compliance

  • Support implementation of the Owner's QA/QC requirements for structural steel, modules, and piping.
  • Review contractor ITPs, weld procedures, bolting procedures, coatings plans, and inspection/test records to ensure compliance with Owner specifications and applicable codes.
  • Perform and document field walks, dimensional checks, and visual inspections of structural steel, modules, and piping (including supports, anchors, and spring cans).
  • Assist in developing, verifying, and closing punch lists for structural and piping work, including modular and stick-built scopes.

Safety & Risk Management

  • Champion the Owner's safety expectations and culture in the field.
  • Participate in JSAs/JHAs, toolbox meetings, and safety walks; raise and track safety concerns to closure.
  • Monitor contractor compliance with site safety programs, procedures, and regulatory requirements, especially during critical lifts and elevated work associated with heavy steel and modules.

Progress, Reporting & Controls Support.

  • Validate contractor-reported progress quantities for structural steel, modules, and piping and provide feedback to project controls.
  • Help maintain as-built information for the pipe rack, including steel, modules, and piping reroutes or field changes.
  • Contribute to daily and weekly Owner reports, capturing key activities, safety and quality observations, constraints, and upcoming critical work.

What you will bring
Technical/Industry Experience and Qualifications Requirements:

  • Experience (co-op, internship, or full-time) supporting field construction in refining, petrochemical, midstream, or similar heavy industrial environments.
  • Demonstrated exposure to heavy structural steel erection and piping installation on large industrial projects.
  • Ability to read and interpret structural steel drawings, piping isometrics, P&IDs, general arrangements, and module drawings.
  • Strong field presence with the ability and willingness to spend the majority of time on the construction site.
  • Proficiency with MS Office and comfort working with construction documentation and tracking tools.
  • Effective communication and interpersonal skills, with the ability to represent the Owner in interactions with contractors and other stakeholders.
  • Experience acting in an Owner's Representative or client-side role on capital projects.
  • Direct experience with modular execution (shop fabrication, module assembly, logistics, and setting) for pipe racks or similar structures.
  • Familiarity with QA/QC practices related to structural steel (bolting, welding, coatings) and piping (welding, pressure testing, supports).
  • Experience using 3D model viewers, construction management systems, and field progress tracking tools.

Work Conditions

  • Position is field-based at an active industrial construction site.
  • Frequent walking on uneven surfaces, climbing ladders and stairs, and working around elevated steel and piping.
  • Exposure to outdoor weather conditions and typical industrial site hazards.
  • May require overtime, extended hours, and schedule flexibility during critical lifts, module setting windows, and tie-in activities.

Education - Qualifications, Accreditation, Training:

Required:

  • Bachelor's degree in Engineering (Mechanical, Civil, Structural, Industrial, or related), or equivalent relevant heavy industrial construction experience.
