Custom Scope

The Vice President and Chief Operating Officer (COO), Health Network Ambulatory Division, is a senior operational leadership role responsible for driving excellence across UCSF Health Network's outpatient sites of care. Reporting to the COO, UCSF Health Network, this leader will oversee day-to-day operations, performance improvement, and the delivery of integrated, high-quality ambulatory care across the Network's clinics, surgery centers, infusion centers, and imaging centers throughout the Bay Area.

The UCSF Health Network Ambulatory Division encompasses multi-specialty outpatient clinics, ambulatory surgery centers (ASCs), infusion centers, and imaging centers across multiple Bay Area locations, including sites in Berkeley, Burlingame, and numerous Physician Foundation locations. This portfolio represents a critical access point for patients seeking high-quality, convenient care that bridges the community with the nationally recognized complex care capabilities of UCSF Health's academic medical enterprise.

A primary focus of this position is to drive elite operational efficiency and a consistent patient-centered care experience across all ambulatory sites. The Vice President and COO, Health Network Ambulatory Division will cultivate high-performing teams committed to performance optimization, exceptional patient experiences, strong clinician and staff engagement, and sustainable financial performance. This leader will ensure the effective use of personnel and financial resources to execute the Network's annual ambulatory operating plans and enable continued growth across the outpatient network.

As a core member of the UCSF Health Network operations leadership team, this role will align ambulatory operational priorities with Network goals and collaborate with health system leaders to address complex operational challenges. This position carries significant accountability for clinical operations, patient access, and the financial performance of the ambulatory portfolio, understanding that operational excellence in the outpatient setting is fundamental to creating access, improving patient outcomes, and sustaining Network growth.

Yes Ambulatory Operations Excellence
  • Accountable for the clinical and operational performance of all Network ambulatory sites, including multi-specialty clinics, ambulatory surgery centers, infusion centers, and imaging centers.
  • Oversee day-to-day operations ensuring consistent delivery of high-quality, patient-centered care that meets or exceeds operational, financial, patient safety, and clinical outcome targets.
  • Implement standardized operating procedures and best practices across all ambulatory sites to ensure consistency in care delivery, scheduling, patient flow, and operational efficiency.
  • Monitor key performance indicators (KPIs) for ambulatory operations, including patient access metrics, clinic throughput, surgical case volumes, provider productivity, and patient experience scores.
  • Champion and lead the deployment of process improvement principles and methodologies across the ambulatory portfolio, fostering a culture of continuous improvement.
  • Oversee facility operations, capital projects, and infrastructure improvements across ambulatory sites to support clinical operations and patient care needs.
  • Ensure regulatory compliance and that all ambulatory sites maintain required accreditations and meet applicable federal, state, and local regulatory requirements.
  • Lead efforts to optimize staffing models, scheduling systems, and workforce deployment across the ambulatory network to maximize efficiency while delivering outstanding patient outcomes.
  • Partner with the Physician Foundation and ambulatory medical staff leadership to optimize physician alignment, provider productivity, and care delivery model effectiveness.

  • Drive initiatives to expand patient access across the ambulatory network, including optimizing scheduling capacity, reducing wait times, and improving care coordination.
  • Collaborate with business development and strategy teams to support the expansion of ambulatory sites and services across the Bay Area.
  • Lead operational planning and integration for new ambulatory sites, service lines, and programs as the Network grows.
  • Identify and pursue opportunities to grow ambulatory surgical, infusion, and imaging volumes in alignment with Network strategic priorities.

  • Partner closely with the CMO, Ambulatory Division to ensure seamless integration of clinical and operational priorities across the outpatient network.
  • Collaborate with the COO, Network Hospital Division to ensure care coordination and operational continuity across the inpatient-to-ambulatory continuum.
  • Work collaboratively with UCSF Health enterprise leaders to align ambulatory operations with system-wide standards, quality initiatives, and strategic priorities.
  • Direct the development and management of operating and capital budgets for assigned ambulatory sites and service areas.

  • Develop and implement a performance management system to track, analyze, and improve operational metrics across the ambulatory portfolio.
  • Benchmark ambulatory performance against healthcare industry best practices and leading ambulatory care organizations to identify improvement opportunities.
  • Lead operational turnaround and improvement initiatives for underperforming ambulatory locations or service lines.
  • Proactively identify and address operational barriers that impact patient access, experience, or clinical outcomes across the ambulatory network.
  • Foster a culture of accountability, transparency, and data-driven decision-making throughout the ambulatory division.
