The State Highway Administration's (SHA) Office of Materials Technology (Anne Arundel County) is currently recruiting for a Senior Laboratory Technician (Transportation Engineering Technician V) position. This position is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.


Nature of Work
: This position reports directly to the Team Leader for the Liquid Asphalt Laboratory. It will function as the Senior Technician for the liquid asphalt laboratory testing program, review the work of permanent and consultant staff, and assist the team leader in this position. This is an advanced, technical position in the field of materials evaluation used in highway construction and design, and requires a thorough understanding of the properties of these materials. The position may receive guidance from the Liquid Asphalt Laboratory Engineer or Field Engineer and will be responsible for specific tasks and projects to assist in the operations of the section. The Senior Laboratory Technician will perform complex and advanced testing for the liquid asphalt laboratory team and help develop strategies to improve the team and its testing mission. This role will apply techniques, engineering principles, and applicable policies and standards to a variety of efforts related to liquid asphalt materials designated for highway construction and operational improvement. The Senior Laboratory Technician is responsible for maintaining all liquid asphalt testing equipment to meet American Association of State Highway and Transportation Officials (AASHTO) Accreditation criteria.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Eight (8) years of experience in technical engineering related work in the areas of design, traffic, construction, materials testing, engineering surveys, maintenance, or planning.

Selective Qualification: Four (4) years of experience performing materials testing of which Two (2) years must involve liquid asphalt testing. *This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Good communication skills, interaction required with project engineers and terminal laboratories.
  • Proficient in Microsoft Office.
  • National Binder Certification provided by Northeast Transportation Training and Certification Program (NETTCP) or the Asphalt Institute is preferred


Notes:

1. Applicants may substitute education in a civil engineering curriculum at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

2. Applicants who possess an associate's degree in engineering, construction management or surveying or surveying technology from an accredited community college, college or university are considered to have met two years of the required experience.


Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.


Candidate must obtain Plant Level 1 certification within two years of employment.
