Overview:

The Operations Management Business Partner serves as an embedded operational partner to portfolio, program, or business leadership within the Energy & Environment Business Unit. This role translates strategy into executable operations, supports financial and workforce planning, ensures compliance in regulated environments, and enables consistent, highquality delivery across projects. The position works crossfunctionally with Finance, HR, Contracts, Quality, and IT to remove operational friction and support mission execution.

This position plays a critical role in supporting government contracts, energy infrastructure programs, and corporate growth initiatives.

Responsibilities:

Business & Operational Partnering:

  • Partner with portfolio or program leadership to operationalize strategic priorities.
  • Translate leadership direction into operational plans, workflows, and execution cadence.
  • Serve as a trusted advisor on operational risks, constraints, and opportunities.

Business Development:

  • Develop and manage an opportunity pipeline for the company based on input from the BU Subject Matter Experts (SMEs) and industry forecasts to identify and screen opportunities that are within the BU's capabilities and support the strategic plan. Periodically review the pipeline with the BU Senior Leadership Team to ensure capture plans are in progress for long lead items and other actions are taken to ensure the best opportunity for success.
  • Provide day-to-day management of the future and existing business development opportunities, strategic relationships and proposal functions for the BU.
  • Provide support for capture and account planning. Support the BGS business line leaders or capture managers in the development of detailed capture plans for targeted solicitations and account plans for key clients and partners.

Financial & Resource Operations:

  • Support budget tracking, labor forecasting, and variance analysis.
  • Coordinate with Finance on cost controls, reporting, and financial reviews.
  • Support workforce planning, onboarding timelines, and utilization tracking.

Program & Delivery Operations:

  • Establish and maintain operational rhythms (status reviews, dashboards, reporting).
  • Support project teams in adhering to approved processes, schedules, and deliverables.
  • Identify delivery risks early and coordinate mitigation actions.

Compliance, Quality & Risk Support:

  • Support compliance with contractual, regulatory, and client requirements.
  • Coordinate with Contracts, Quality, Risk, and Safety teams as needed.
  • Maintain documentation and records to support audits and reviews.

CrossFunctional Coordination:

  • Act as liaison across Operations, Finance, HR, Contracts, IT, and PMO.
  • Support internal process execution without disrupting project delivery.
  • Ensure smooth communication and handoffs across functional teams.

Continuous Improvement:

  • Identify operational gaps, inefficiencies, or recurring issues.
  • Recommend and help implement process improvements and standardization.
  • Capture and share best practices across programs or portfolios.
  • Develop and maintain dashboards and metrics (e.g., time-to-fill, attrition, utilization, revenue capture/loss).

Required Qualifications:

  • Bachelor's degree or equivalent experience.
  • 10+ years of experience in operations, program support, or business management.
  • Experience supporting projects or portfolios in technical or regulated environments.
  • Excellent written and verbal communication skills for effective cross-departmental liaison.
  • Superior time-management and prioritization skills to manage competing, time-sensitive demands.
  • Strong financial, organizational, and analytical skills.
  • Proficiency with Microsoft Office tools (Excel, Word, PowerPoint).
  • Ability to pass a federal background check.
  • Successful drug screening.
  • Must be eligible to obtain and maintain a security clearance.
  • Willingness to travel as needed.

Preferred Experience:

  • Experience supporting federal, DOE, or governmentfacing programs.
  • Familiarity with compliancedriven or auditready environments.
  • Experience working in a matrixed, crossfunctional organization.

Level & Scope Clarification:

This is a midlevel role with significant influence but without full P&L ownership or executive decision authority. The role may coordinate or matrixlead work but does not typically manage large direct teams.

Location/Work Arrangement:

  • This position is a remote work arrangement with required monthly travel to Oak Ridge, TN for operational review meetings, along with occasional business development and travel.
