Overview The Construction Field Technical Specialist provides expert guidance in the management of Public Improvement and Municipal Infrastructure Improvement projects, as well as other related initiatives. Key responsibilities include project planning, coordination, execution, agreement negotiation, documentation, payment processing, cost monitoring, and stakeholder relationship management. This role oversees the activities of Chief Construction Inspectors and Construction Representatives to ensure that Public Improvement projects are executed safely, efficiently, and in compliance with engineering plans, specifications, procedures, and environmental regulations. The Specialist ensures that all project plans are developed and implemented in alignment with the organizations budget, strategic goals, and operational objectives. Responsibilities
Core Responsibilities
- Train, coach, and guide Chief Construction Inspectors and Construction Representatives in evaluating interference projects issues and provide expert advice.
- Act as a safety and technical resource support to inspectors and provide counsel, coaching, guidance, and oversight to ensure a clear understanding and compliance of procedures and work scope.
- Conduct field visits for major construction projects to offer QA/QC improvements with a high emphasis on Human Performance Improvement (HPI).
- Assist with the prioritization of work and resources to complete work within budgetary and time constraints while ensuring project deliverables are completed, achieve goals, and maintain compliance.
- Provide technical review, expert advice, and counsel during the development of the interference engineering packages with respect to proposed relocation work or protection and support plans on all high impact interference projects.
- Attend high level planning and coordination meetings with project stakeholders involved in major capital infrastructure projects including NYCDDC, DOT, DEP, EDC, TA, ECS, and various community boards.
- Engender positive public, customers, government, and employee relations by ensuring effective implementation and administration of corporate policies, programs, instructions, and operating procedures.
- Promotes employee development and actively participates in leadership development programs and also provides for employee training and mentoring, and the development of opportunities that support diversity in the workplace.
- Ensure the correct account numbers are being charged for work performed. Its important that capital, retirement and O&M work is charged accurately.
- Ensure that managers and stakeholders are updated with project status, delays, vendor issues, or other items of concern through email for tracking purpose.
Qualifications
Required Education/Experience
- Bachelor's Degree and a minimum of 7 years full-time related work experience or
- Associate's Degree and a minimum of 9 years full-time related work experience or
- High School Diploma/GED and a minimum of 11 years full-time related work experience.
Relevant Work Experience
- Technical experience and knowledge of contract management, agreement negotiations, payment processing and work coordination, preferred.
- Ability to effectively work with all levels of management and union personnel, vendors, contractors, and city and state agencies, preferred.
- Ability to direct the activities of a large group in an effective and harmonious manner, preferred.
- Must be able to balance priorities, handle multiple assignments and take decisive action, preferred.
- Must possess excellent interpersonal skills with a demonstrated ability to foster a team spirited work environment in support of the Company's Corporate Values and Mission, preferred.

- Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
