About the Position The Utility Senior Project Manager provides critical and necessary support to nearly all county roadway transportation and maintenance projects. It requires the ability to lead a team of utility coordination professionals, multitask, build and maintain professional-quality relationships, and work both independently and as part of a team. The Utility Senior Project Manager must manage, negotiate/obtain agreements, and ensure identification, relocation, and costs for the various utilities on each project. The Utility Senior Project Manager evaluates complex utility designs and ensures that projects are clear of utility infrastructure conflicts prior to construction. Some utility construction, contractor, and other permit review and processing are required, along with assigning, directing, and reviewing the work of others. About Us We value your time. We Require
Two years of professional pre-registration civil engineering experience Bachelor's degree in Civil Engineering or a related field Certification as an Engineer-in-Training (EIT) may substitute for the experience requirement A combination of related post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
Other Requirements Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire. We Also Value
Six years of utility coordination, land surveying experience, construction inspection, construction management, or engineering design Prior experience with land/property rights, construction standards, traffic control, railroad safety, and design review
Job Contributions
Assure that projects and permitted work are clear of utility infrastructure conflicts, and in compliance with county, state, and Federal standards and regulations Review and approve the development of utility location basefiles, permits, complex relocation plans, specifications, designs, and costs. Clarify issues and identify additional research and planning required. Verify quality, completeness, and compliance of all submittals. Represent the Maricopa County Department of Transportation (MCDOT) at meetings with utility companies, contractors, consultants, other agencies, and project managers to coordinate Department initiatives, project activities, communicate policies and procedures, and resolve complex issues Direct, manage, and coach utility coordinator staff Advise County Project Managers, consultants, and other agencies on utility conflict avoidance during project design and construction. Resolve discrepancies between field conditions and plans, and recommend methods to resolve issues Review and update various manuals and guidelines, including but not limited to Utility Technical Manual, Utility Coordination Guide, Standard Operating Procedures (SOPs), and Project Development Manual (PDM) Conduct field inspections and negotiate field changes Develop and manage contracts with utility companies, monitor contracts for compliance, review and process invoice payments Negotiate the cost, design, and location of overhead and buried utility and railroad facilities within county rights-of-way on county and other agencies' public works projects Other job duties as assigned
Working Conditions
This position is eligible for hybrid flexibility after a brief training period Exerting 20 - 25 pounds occasionally, 10 - 25 pounds frequently, or up to 10 pounds constantly The work will occur in an office and field environment. While performing the duties and responsibilities, the employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. Position is subject to atmospheric conditions: fumes, odors, dust, mists, gases, or poor ventilation
