THE POSITION

The Office of Administration, Enterprise Solutions Office is searching for a Project Manager 3 to serve as a Senior Project Manager. This position gives you the opportunity to lead large, complex IT initiatives and serve as the primary relationship manager for agency leadership. DESCRIPTION OF WORK

As a Senior Project Manager, you will be providing executive-level reporting to Office of Information Technology (OIT) leadership, advising on project progress, risks, and customer impacts while influencing senior stakeholders to support decisions. Work involves setting priorities for major initiatives, developing cost and staffing estimates, and managing schedules aligned with enterprise goals. You will also be responsible for overseeing cross-functional project execution, ensuring adherence to governance standards, performance metrics, and compliance with policies and strategic plans. Within this role, you will serve as the primary liaison with agency subject matter experts to validate requirements and ensure deliverables meet business needs. Additional responsibilities include:

  • Supporting enterprise IT strategy, anticipating risks, resolving escalations, and maintaining consistent communication with internal and external stakeholders
  • Maintaining project documentation, promoting knowledge sharing, and ensuring teams have access to required resources
  • Coordinating smooth transitions into operations as well as tracking performance and customer satisfaction metrics

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of experience in leading IT projects and a bachelor's degree; or
  • An equivalent combination of experience and training that includes six years of experience in leading IT projects.

Additional Requirements:

  • You must possess a PMP certification.
  • You must have at least four years of experience leading complex cross-functional IT projects.
  • You must have at least one year of experience managing all components of intermediate-scale IT projects, including system upgrades, integrations, vendor oversight, and other SDLC-aligned activities.
  • You must have experience managing projects using Agile iterative methodologies, including Azure DevOps, Kanban, and Jira.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • ITIL v4 Foundation Certification
