Indicative Timeline: As needed to support up to three Food for Progress
(FFP) bids, likely June - September 2026

Background:

We
are seeking a highly experienced team of consultants of firm to support the
development of USDA Food for Progress (FFP) proposal budgets for up to three
anticipated bids. The consultants will be responsible for developing USDAcompliant,
countryspecific budgets aligned with technical approaches and donor
requirements.

Scope
of Work:

The
consultants will:

  • Develop USDAcompliant
    cost proposals for up to three Food for Progress bids
  • In collaboration with
    the proposal team, translate technical designs into accurate, realistic,
    and compliant budgets across different country contexts
  • Prepare detailed budget
    narratives and supporting cost justifications
  • Ensure alignment with
    USDA FFP cost principles, allowability, cost categories, and formatting
    requirements
  • Work closely with
    technical and management teams to iterate budgets under tight proposal
    timelines
  • Support final budget
    checks prior to submission

Required
Qualifications:

  • Demonstrated track
    record of successfully developing budgets for USDA Food for Progress
    proposals and/or projects
  • Strong familiarity with
    USDA FFP budget structures, cost principles, and compliance requirements
  • Proven experience
    developing budgets across multiple country contexts, including varying
    labor, operational, and regulatory environments
  • Ability to work
    independently, manage multiple bids, and deliver highquality outputs on
    short timelines
  • Excellent attention to
    detail and strong communication skills
