We are seeking an experienced Lead Project Manager - Power Plants to support ITC Federal's work for the U.S. Department of Justice (DOJ) under the anticipated MEGA 6 automated litigation support (ALS) program. This is a fully remote position supporting DOJ's complex litigation mission.

Important: This opening is being established in connection with the MEGA 6 contract vehicle award itself. ITC Federal must still be awarded individual task orders under the vehicle before employees can be onboarded. Accordingly, this position is full-time and contingent upon both contract award and the award of the applicable task order.

This Lead Project Manager position supports the Environment and Natural Resources Division (ENRD), Division-Wide, with an emphasis on power plant and related environmental litigation matters. In addition to the standard Lead Project Manager responsibilities, the successful candidate will be expected to support the specialized subject-matter requirements of ENRD's power plant litigation.

POSITION OVERVIEW:

The Lead Project Manager is a senior level Project Manager with responsibilities for coordinating the efforts of several Project Managers, either on one mammoth project, or for large numbers of projects typically at a Document Center.

PROGRAM CONTEXT:

This position supports the U.S. Department of Justice (DOJ) under the anticipated MEGA 6 procurement. MEGA 6 is expected to continue DOJ's multiple-award contract vehicle for automated litigation support (ALS) services, following the structure of the MEGA 5 contract. These contracts are designed to provide DOJ offices, boards, divisions, and other federal



Responsibilities

RESPONSIBILITIES:

    The Lead Project Manager will usually work out of a Government-funded Document Center, although there may be situations in which the Lead Project Manager works out of a Contractor-provided facility.
  • Extraordinarily large, multi-facility "Document Centers" may require more than one such Lead Project Manager; small Document Centers may not require any Lead Project Managers.
  • The Lead Project Manager generally reports directly to the Division Contract Director or to a Deputy.
  • The Lead Project Manager directs and coordinates all Document Center resources, including subordinate Project Manager staff and other staff resources.
  • In Document Centers which support more than one case, the Lead Project Manager must carry his/her own caseload, in addition to performing lead/coordinating duties.
  • In addition to Project Manager responsibilities, as described below under Project Manager, the Lead Project Manager consults with the COR and Government Case Managers concerning overall Document Center operations, scheduling, work assignments, staffing, progress reporting, security, etc. The Lead Project Manager is responsible for overall quality assurance and timeliness of delivery for all work performed out of the Document Center.
  • The Lead Project Manager also performs overall coordinating functions with other Contractor components.


Qualifications

REQUIRED:

  • Ability to obtain and maintain a U.S. Government Public Trust clearance prior to start (candidates are not required to be cleared at the time of application).
  • Authorized to work in the United States.
  • Ability to work effectively in a fully remote environment.
  • At least six years of progressively more responsible experience in major litigation support projects, including at least one year of Project Manager experience or equivalent.
  • Demonstrated ability to manage numerous complex and time-critical litigation support activities simultaneously, including technical/data processing support activities and cases involving e-discover.
  • Demonstrated ability to interact with attorneys on complex support activities.
  • Requires expert knowledge of litigation support; outstanding writing skills; outstanding oral communication skills; outstanding management skills.
  • Strong technical background as demonstrated through user level knowledge of eDiscovery tools and data management.
  • Demonstrated working knowledge of the Government's and Contractor's IT environment in which the work is to be performed, as well as Contractor's "standard solutions" for eDiscovery, e.g., Clearwell, Relativity, etc. Must be able to anticipate litigation support needs and develop and execute detailed plans for addressing needs.
  • Requires knowledge of the Government's data processing environment in which the work is to be performed, including office automation networks, PC-based databases and other applications, and internet and server-based databases and other applications.

WORK ENVIRONMENT AND PHYSICAL DEMANDS:

  • This is a fully remote position; work is performed from a home office.
  • Must be located in or near the Washington, DC area and available for short-notice on-site meetings.
  • Work is primarily sedentary, performed while using a computer for extended periods of time.
