Summary
Plans, develops, maintains, and implements the District's Human Resources compensation and recruitment programs. Serves as the District's Talent Acquisition Manager. Communicates recruitment, compensation, and classification policies and procedures to all employee groups. Works collaboratively with College Human Resources Directors to ensure that recruitment practices and procedures are consistently applied and adhered to. Implements and maintains District-wide position control programs involving best practices, processes, and outcomes. Plans, develops, directs, and monitors District-wide Human Resources recruitment services and related systems for programs including talent acquisition, recruitment and selection, classification, and compensation. Coordinates, collaborates with colleges, and promotes District-level and District-wide professional development activities.

Distinguishing Career Features
The Manager, Recruitment, Compensation and Development is guided by broad managerial goals, integrating closely related activities that, contribute to a comprehensive Human Resources Department and works with District and College Human Resources staff collaboratively to enhance the District's ability to recruit, retain and develop qualified talent. Provides leadership and functional expertise in the administration of job classification and compensation services, professional development activities, and recruitment services. Oversees the application of board policy and the law related to District-wide compensation and recruitment practices and procedures. Plans and oversees position control best practices in tracking position information for recruitment, selection, and compensation for all employee groups.

Essential Duties and Responsibilities
Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following kinds of duties, as assigned:

Compensation Services
1.Compiles and provides requisite information to support salary administration includinginternal equity and market analyses.
2.Surveys compensation practices in the external labor market based on job content tosupport decisions and assess competitiveness.
3.Recommends salary range and step placements.
4.Assists administrators in current and intermediate term compensation planning. Providescosting analysis to estimate the implications of job classification and competitive strategydecisions.
5.Maintains current knowledge of trends related to Human Resource management,labor markets, and pay practices.
6.Provides procedural and technical guidance and support for base pay and specialcompensation practices.

Classification Services
1. Conducts job classification and evaluation studies by initiating and/or responding for requests to examine existing or design new job classifications. Issues position analysis questionnaires, interviews supervisors and incumbents, recommends the classification, and prepares each job description for review and finalization.
2. Perform job analyses and reviews to appropriately classify positions; develops
position/assignment descriptions and procedures; writes and revises classification descriptions; analyzes, reviews, and approves out-of-class assignments; interprets and applies FLSA and Wage and Hour regulations.
3. Plans, designs and implements programs, activities, policies and procedures necessary to meet objectives of the classification and compensation programs; develops and proposes Human Resources policies, procedures, and personnel ordinance changes related to classification and compensation.
4. Work closely with outside consultants in the review of classified and administrative positions to maintain the classification and compensation structure and plan.
5. Plans, schedules, and facilitates job classification committee proceedings and serves as the communications link from the committee to supervisors and incumbents of the impacted positions.
6. Coordinates and mangers the re-classification process for classified professionals in collaboration with the Vice Chancellor of Human Resources.
7. Monitors effectiveness of existing compensation policies, guidelines, and procedures. Recommends revisions consistent with legislation, competitive trends, and the strategic objectives of the District.
8. Maintains the District's inventory of job descriptions. Establishes review cycles to ensure job descriptions are up-to-date.
9. Designs, recommends, and implements a communication strategy and processes to enhance departmental staff knowledge related to job classification and compensation.
10. Consults with administrators on job classification and compensation policy, guidelines, and the processes for designing job content and careers reflective of current and emerging needs. Reviews proposals for divisional and departmental reorganizations and studies and recommends job classifications and salary range assignments.
Recruitment and Development
1. Plans, directs, integrates, and coordinates Human Resources Department functions to enhance utilization, stability, and vitality of the District work force.
2. Directs District-wide recruitment processes and ensures adherence to applicable hiring policies and procedures and the law. Develops effective methods of communicating recruitment processes and procedures to College Human Resources.
3. Serves as the District's Talent Acquisition Manager. Manages the complete life cycle of hiring, including strategies to increase the size and diversity of applicant pools and quality of hires, promotes the District as an employer of choice through inclusive practices, highlighting District-wide professional development activities, and incorporates best practices in recruiting and hiring.
4. Develops and maintains sufficient applicant pools to meet the needs of college and District departments throughout the year.
5. Plans, oversees, promotes, and coordinates the ongoing recruitment, selection, and maintenance of qualified applicant pools. Coordinates recruitment support District-wide. Assists with succession planning and working with College recruiters to effectively support workloads.
6. Develops skills assessments to verify qualifications for various occupational categories.
7. Develops, coordinates, and implements an employee onboarding program that identifies and provides comprehensive resources and training applicable to each class of employee.
8. Develops and presents workshops on resume writing, interviewing, and job search techniques to current employees and future applicants. Develops marketing campaigns for the colleges and District departments to promote a diverse workforce that meets the specific needs of each college/department.
9. Supports and collaborates in the planning and coordination of District-wide professional development activities for all employee groups, working closely with relevant stakeholders at each college the on scheduling, logistics, communication, and assessment of outcomes. Coordinates planning efforts with college Human Resources and professional development staff to ensure alignment of initiatives and resources.
10. Promotes the District as an employer of choice by highlighting events and professional development opportunities.

Position Control
1. Maintains the District's position control; records a wide variety of position and personnel changes, including hires, separations, promotions, new positions, position attribute updates and corrections, transfers, position org-mods, reclassifications, re-titles, FTE, and calendar month changes.

Performs other duties as assigned that support the overall objective of the position.

1. Requires specialized professional knowledge of principles, concepts, theories, and practical application of compensation and job classification programs, as well as current theories of organization and job design.
2. Requires advanced professional knowledge and professional specialization in the principles, practices, and techniques of employee development, succession planning, recruitment and selection, and salary administration.
3. Requires working knowledge of principles, concepts, theories, and practical application of other Human Resources disciplines such as recruitment, employee and labor relations, HRIS, and training and development.
4. Requires in-depth knowledge of all applicable federal, state, and local laws, regulations and reporting requirements.
5. Requires working knowledge of job design and principles that contribute to developing job competencies, career ladders, and for advising departments on job designs to meet their needs. Requires advanced knowledge of oral and written English to prepare reports, presentations, position descriptions, and other documentation.

7. Requires well-developed human relations skills to work as a contributing member of a team, consult with all levels of staff, conduct interviews that inspire others to help with data gathering, and conduct in-service training and idea sharing group processes.

Physical Abilities
1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience
The position requires a Bachelor's degree in public administration, human resources, business administration or related field and five years of professional human resources experience, including one year in a lead or supervisory role. Or, any combination of education and experience which would provide the required equivalent qualifications for this position.
Master's Degree preferred in a related field.

Licenses and Certificates
Must be willing and able to successfully obtain clearance from the Department of Justice (DOJ) to be designated as the District's official "Keeper of Records" for employee fingerprinting. This requires a background check and fingerprinting by the DOJ. The successful candidate for this position must obtain this clearance within the first 6 months of employment.
May require a valid driver license.

Conditions of Employment

This is a permanent, general funded, full-time, 12-months per year classified management position. The normal hours of work will be Monday through Friday 8:00 am to 5:00 pm, with the flexibility to occasionally work extended hours and/or weekends, if necessary, to meet the department's needs. The effective date of employment will be arranged with the supervisor. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: DG-9)

Pay Philosophy:

All movement on the salary schedule will occur July 1 of each year for all classified employees.
