Summary

The MIL Corporation is seeking a Payroll Support Specialist III to support the Office of Global Compensation within the U.S. Department of State, Bureau of the Comptroller and Global Financial Services (CGFS) in Charleston, SC. The Payroll Support Specialist will assist with payroll processing, analysis, auditing, and monitoring activities within the American Pay Processing division. This role supports compensation services provided to U.S. Foreign Service, Civil Service, and Locally Employed staff working in over 180 countries and 140 currencies.

This is an on-site position working Monday through Friday, following an 8-hour shift scheduled between 6:15 a.m. and 6:00 p.m. Core hours are 9:00 a.m. to 3:00 p.m. Schedule is subject to change based on company or contract requirements. A non-compensated lunch period of 30, 45, or 60 minutes is required.

Responsibilities

  • Process, research, analyze, and verify specialized payroll actions.

  • Calculate and process Time and Attendance (T&A) in proprietary financial systems, ensuring accuracy and timeliness.

  • Process pay, leave, tax, benefit, and deduction transactions for assigned accounts by organization or country code.

  • Verify personnel actions and personal service contracts submitted by overseas posts; coordinate corrections with post personnel offices.

  • Respond to employee inquiries regarding pay, deductions, leave, and related payroll matters.

  • Audit, analyze, and reconcile payroll reports and accounts, including retroactive and corrective adjustments.

  • Perform manual pay calculations when automated systems cannot process required adjustments.

  • Research and resolve erroneous payments; clear domestic and overseas T&A rejects.

  • Support one or more of the following teams: Common, Benefits/Entry on Duty, Alliances, Leave,

  • Separations, Remaining Deductions/Additional Entitlements.

Travel

This position does not generally require travel. Limited or situational travel may occur based on operational needs.

Required Qualifications

  • 6+ years of professional work experience

  • Experience supporting complex financial management systems is preferred.

  • Familiarity with Department of State financial or compensation systems is preferred.

  • Strong analytical skills and attention to detail.

  • Ability to work effectively in a team environment.

  • Clear verbal and written communication skills.

  • Proficiency in Microsoft Office (Excel, Word, Outlook).

  • Ability to manage a high-volume workload under deadlines.

Desired Qualifications

  • Experience in payroll, accounting, or compensation processing.

  • Knowledge of federal payroll regulations and procedures.

  • Experience with systems such as GFACS, GEMS, Report.web, Employee Express, or DIS.

  • Prior federal government or Department of State payroll experience.

Education

Associate's degree or Bachelor's degree is preferred. Equivalent experience may be considered.

Clearance

All applicants must be able to obtain and maintain a Secret clearance. The clearance process includes review of financial background factors.

Compensation

The SCA (Service Contract Act) role at The MIL Corporation is subject to the regulations and guidelines set forth by the U.S. Department of Labor. As an SCA position, it is classified as a service contract and is subject to specific wage determinations and benefit requirements mandated by the government.

The compensation and benefits for the SCA role at The MIL Corporation will be in accordance with the prevailing wage rates and benefits specified by the Department of Labor for the specific job classification and location. The current rate is $26.02 per hour. Final salary for this position is determined based on factors such as individual qualifications, education, experience, and contractual limitations.
